Given that clear mandate,this debate can be only about the implementation of the responsibility to protect and should be a discussion of the Secretary-General ' s report(A/63/677), which was derived from the Summit.
I am encouraged by the positive contributions we have heard in this debate so far,and it is therefore essential that the debate about the implementation of the responsibility to protect continue in the General Assembly.
Furthermore, we appreciate the Secretary-General ' s report entitled" Implementation of the responsibility to protect" of January 2009(A/63/677) as an important and timely document, and we state our firm interest in further discussing and elaborating on the concept.
This important debate should not have the effect of rolling back, weakening or undermining the 2005 consensus, butshould rather aim at strengthening that commitment to ensuring the more effective implementation of the responsibility to protect.
My delegation has noted with interest the structure proposed in the report regarding the three pillars that can support the implementation of the responsibility to protect: the protection responsibilities of the State; international assistance and capacity-building; and timely and decisive response.
Regular and structured meetings with governmental experts, independent scholars, policy analysts and research centres to assess the means available to the United Nations system andregional organizations to assist in the implementation of the responsibility to protect.
As stated by Mr. Richard Falk, United Nations Special Rapporteur on the situation of human rights in the occupied Palestinian territories,Gaza has provided the ideal framework for the implementation of the responsibility to protect with regard to a civilian population that has been collectively punished by policies that are tantamount to a crime against humanity.

We support the relevant sections of the Secretary-General ' s report that underscore the key role of Governments and populations in matters of peace, stability,development and the implementation of the responsibility to protect, in full respect for the sovereignty and territorial integrity of States.
