The variance is attributable primarily to the withdrawal of one Learjet, one MD-83 fixed-wing aircraft and three Mi-8MTV rotary-wing aircraft and the non-deployment of three Mi-17 military utility helicopters; the reduction in the consumption of aircraft fuel due to the reconfiguration of the UNAMID fleet; and the lower actual weighted-average cost of aviation fuel, compared with the provisions in the approved 2013/14 budget.

Overexpenditure is anticipated owing to increased requirements for the following:new contracts for Learjet and DHC-7 aircraft, the use of an additional DHC-7 aircraft and fuel prices, and an increase in the consumption rate owing to a greater number of hours of flight time used by military personnel for air reconnaissance patrols.
Upon enquiry, the Advisory Committee wasinformed that a total of 11 crew members(four for the Learjet 35 who performed 216 days of operations and seven for the C-130 who performed 310 days of operations) had been accommodated in N ' Djamena at a total cost of $859,324 or a daily average cost of $283 per crew member.
In the context of the reconfiguration and streamlining of its air assets,UNAMID withdrew two fixed-wing aircraft(1 Learjet in January 2014 and 1 MD-83 in February 2014) and three rotary-wing aircraft from service in March 2014, which has not affected the quality of service delivery and has resulted in reduced requirements for petrol, oil and lubricants.
The requirements proposed provide for the annual rental andoperation costs of one fixed-wing aircraft, a Learjet and two rotary-wing aircraft. The increase reflects the costing for a full-year operating period for the rotary-wing aircraft(compared to three months budgeted in 2008), offset by the reduction of one fixed-wing aircraft(two had been budgeted for in 2008).
The reduced requirement can be attributed primarily to:(a) the reduction of the fleet by 5 aircraft,comprising 1 Learjet, 1 MD-83 fixed-wing and 3 Mi-8 rotary-wing aircraft;(b) the non-deployment of 3 Mi-17 military utility aircraft; and(c) fewer hours of actual flight operation, due to restrictions on flight movement imposed by the Government of the Sudan and to inclement weather.
The amount would also cover the annual rental andoperating costs of one fixed-wing aircraft/Learjet($6,994,800) for guaranteed fleet costs(including positioning and painting of the aircraft) and usage estimated at some 2,000 flight hours, as well as for rental and operating costs of two commercially contracted helicopters for guaranteed fleet costs and usage at $3,837 per flight hour for a total of 1,200 hours($16,109,600).
