UNCDF local-level development work could be marketed alongside similar UNDP programmes, including Capacity 2015, the small grants programme of the Global Environment Facility, UNV, and local level public-private partnerships initiatives, to show donors and the United Nations system at large a focused, integrated set of services available through the UNDP group. While this collaboration already happens on an ad hoc basis, it is not reflected in effective headquarters arrangements for joint non-core resource mobilization.
Primary UNDP contributions to outcome 1.2 were:(a) MillenniumDevelopment Goals-based national development plans, and(b) local-level development to strengthen the implementation and scaling-up of successful policies.
The Committee will submit three papers on local public governance and administration for results, with a particular focus on three subthemes, namely:(a) intergovernmental governance and regimes(E/C.16/2012/2);(b)public service capacity-building for local-level development(E/C.16/2012/3); and(c) transparency, accountability and citizens ' engagement(E/C.16/2012/4).
(g) The international community should continue to provide financial and technical support to the Government to conduct a full poverty andgender analysis of the impact of local-level development programmes; and, the Government needs to ensure that any conclusions are fully integrated into ANDS in order to achieve progressive realization of economic and social rights.
UNAMA will support, through its regional and strengthened provincial offices, efforts to improve local-level governance, in particular through the Independent Directorate,as well as local-level development initiatives that help bring the benefits of peace in a timely and sustainable manner.
The Committee dealt with the following substantive items:(a) local public governance and administration for results, including(i) intergovernmental governance and regimes,(ii)public service capacity-building for local-level development and(iii) transparency, accountability and citizens ' engagement; and(b) review of the United Nations Programme in Public Administration and Finance, a discussion on the post-2015 development agenda and other emerging issues related to public governance.
Ms. Fraser-Moleketi also probed the elements that are necessary for effective public service delivery, namely(a) an appropriate institutional structure;(b) well-defined roles and responsibilities;(c) a clear system of procedures,regulations and coordination to facilitate local-level development;(d) development of human capacity, skills, knowledge and competencies; and(e) explicit accountability systems and an appropriate local discretionary budget.
Acting as a wholesaler for microenterprise development, it also aims to support local-level infrastructure development as a means of community organization.
Local-level sustainable development plans developed together with local communities were a mechanism that had proved valuable.
