The proposed additional posts would be distributed among the different functions of the Section, as follows:(a) a total of 37 posts(1 P-3, 36 Field Service) for close protection; a total of 31 temporary positions(4 P-3, 27 Field Service) for protection of civilian sites; and a total of 3 posts(3 national General Service) for the Emergency Response Team and Movement Control.
The increase for posts of $244,000 relates to the proposed additional post(1 P-3) as at 1 January 2015 and the delayed impact of one new post approved in 2012-2013($165,100).
The proposed additional post would also enable ECE to establish some type of platform(as requested in the ECE reform) in which member States and other stakeholders could share information, views and experience regarding the Millennium Development Goals in the region and coordinate their approach to problems which might be addressed most effectively at the regional level.
The increased requirements are attributable principally to the fact that all posts are budgeted as at 1 July 2013, compared with a staggered deployment schedule for 13 new posts in the 2012/13 budget; to the application of a vacancy factor of 17 per cent, compared with 18 per centin the 2012/13 budget; and to one proposed additional post.
In the light of its consistent view on the utilization of a pool of law clerks to provide support to the members of the Court, and having considered the Court ' s present justification for the proposed new Associate Legal Officer post, the Committee is not persuaded that the proposed additional post is necessary and recommends against the approval of the proposed post. .
The overall increase reflects the combined effects of:(a) higher requirements amounting to $1,522,400, or 7.8 per cent, for international staff, owing largely to: the full budgeting of the 13 new posts established during the current period,the application of a lower vacancy rate and 1 proposed additional post; and(b) reduced requirements of $1,072,400, or 4.9 per cent, under common staff costs for national staff.
