At its fifty-fourth session,the General Assembly had before it the report of the Secretary-General on economic assistance to States affected by the implementation of the Security Council resolutions imposing sanctions on the Federal Republic of Yugoslavia(A/54/534).
In addition, economic assistance to States affected by the implementation of the Security Council resolutions imposing sanctions on the Federal Republic of Yugoslavia wasthe subject of a series of five reports of the Secretary-General submitted to the General Assembly(A/49/356, A/50/423, A/51/356, A/52/535 and A/54/534).
Mr. Barac(Romania): My delegation is grateful to the Secretary-General for his report(A/49/356)entitled“Economic assistance to States affected by the implementation of the Security Council resolutions imposing sanctions against the Federal Republic of Yugoslavia(Serbia and Montenegro)”.
Under agenda item 169, entitled" Economic assistance to States affected by the implementation of the Security Council resolutions imposing sanctions against the Federal Republic of Yugoslavia(Serbia and Montenegro)",the Second Committee recommends, in paragraph 8 of document A/48/734, the adoption of one draft resolution. .
H Strengthening of the coordination of humanitarian and disaster relief assistance of the United Nations, including special economic assistance: special economic assistance to individual countries or regions:economic assistance to States affected by the implementation of the Security Council resolutions imposing sanctions on the Federal Republic of Yugoslavia.

Pursuant to General Assembly resolution 49/21 A,entitled" Economic assistance to States affected by the implementation of the Security Council resolutions imposing sanctions against the Federal Republic of Yugoslavia(Serbia and Montenegro)", a note verbale by the Secretary-General was circulated on 9 May 1995 to Governments inviting them to submit information on the matter.
Against that background, I have the honour to present the draft resolution contained in document A/49/L.28,entitled“Economic assistance to States affected by the implementation of the Security Council resolutions imposing sanctions against the Federal Republic of Yugoslavia(Serbia and Montenegro)”.
Reaffirming its resolution 48/210 of 21 December 1993 on economic assistance to States affected by the implementation of the Security Council resolutions imposing sanctions against the Federal Republic of Yugoslavia(Serbia and Montenegro), in which it supported the above-mentioned recommendations of the Security Council Committee and appealed to all States and invited the competent organs and specialized agencies of the United Nations system to fulfil those recommendations.
At its 36th plenary meeting, on 25 October 1993, the General Assembly, on the recommendation of the General Committee,decided to include in its agenda the item entitled" Economic assistance to States affected by the implementation of the Security Council resolutions imposing sanctions against the Federal Republic of Yugoslavia(Serbia and Montenegro)" and to allocate it to the Second Committee.
At its current, forty-eighth session, the General Assembly decided to additem 169 entitled" Economic assistance to States affected by the implementation of the Security Council resolutions imposing sanctions against the Federal Republic of Yugoslavia(Serbia and Montenegro)" on its agenda and to allocate it to the Second Committee, in response to the request submitted by Albania, Bulgaria, Croatia, the Czech Republic, the Republic of Moldova, Romania, Slovakia, the former Yugoslav Republic of Macedonia and Ukraine(A/48/239).
At its fifty-first session,the General Assembly had before it a report of the Secretary-General on economic assistance to States affected by the implementation of the Security Council resolutions imposing sanctions against the Federal Republic of Yugoslavia(Serbia and Montenegro)(A/51/356), which was submitted under agenda item 21(b) entitled“Strengthening of the coordination of humanitarian and disaster relief assistance of the United Nations, including special economic assistance: special economic assistance to individual countries or regions”.
That report superseded aseries of five reports of the Secretary-General on economic assistance to States affected by the implementation of the Security Council resolutions imposing sanctions on the Federal Republic of Yugoslavia(A/49/356, A/50/423, A/51/356, A/52/535 and A/54/534), submitted to the Assembly in previous years.
Further information to be received from the relevant entities of the United Nations system in that regard would be reflected in the report of the Secretary-Generalpursuant to resolution 48/210," Economic assistance to States affected by the implementation of the Security Council resolutions imposing sanctions against the Federal Republic of Yugoslavia(Serbia and Montenegro)", to be submitted to the forty-ninth session of the General Assembly.
We turn first to draft resolution A/51/L.22,entitled“Economic assistance to States affected by the implementation of the Security Council resolutions imposing sanctions on the Federal Republic of Yugoslavia”.
Recalling further its resolution 48/210 of 21 December 1993, entitled 'Economic assistance to States affected by the implementation of the Security Council resolutions imposing sanctions against the Federal Republic of Yugoslavia(Serbia and Montenegro) '.
