The Structures and Commodities Subcommittee was concerned that without an increased research focus, regulatory approvals of alternatives and a commitment to requiring the use of the alternatives that were available, nominations might well persist at current levels for several years or longer.
Of the seven nominationsreceived for 2008, the Committee ' s Structures and Commodities Group recommended five, with two recommended at less than the full amount nominated, for a total of 3.952 tonnes.
Selected sections had been moved within the document to facilitate information flow and simplify the critical-use nomination process; the section relating to the code of conduct removed, as the Committee did not consider that it belonged in the document; and the nomination forms updated so that only one form was proposed for both new and continuing nominations,for both soils and structures and commodities.

The co-chairs of the Methyl Bromide Technical Options Committee, Mohamed Besri, Ian Porter, Michelle Marcotte and Marta Pizano, gave a detailed presentation on critical-use nominations and other methyl bromide-related issues, including trends in consumption, reporting and nominations; pre-plant soil use of methyl bromide,including for strawberry cultivation; structures and commodities; and quarantine and pre-shipment issues.
Marcotte noted that in its Progress Report MBTOC Structures and Commodities subcommittee focussed on regulatory newsand alternatives for dates and dry cure pork.
He then elaborated on the possibilities for subcommittees in each technical options committee and mentioned that the two groups which had existed for years under the aegis of the Methyl Bromide Technical Options Committee had been officially named sub-committees, each with co-chairs(being the co-chairs of the Methyl Bromide Technical Options Committee) and that the quarantine and pre-shipment task force had been merged with the Quarantine, Structures and Commodities subcommittee.
In addition, the Committee co-chairs consider that it is still necessary to have members with expertise in soils,quarantine and pre-shipment and structures and commodities from both parties operating under paragraph 1 of article 5 and parties not so operating.
The Soils SubCommittee and the Quarantine, Structures and Commodities Sub-Committee of the Methyl Bromide Technical Options Committee will hold their second meetings in Alassio, Italy, from 31 August to 3 September 2008 and in Chengdu, China, on 21 September 2008, respectively.
Noting that the Committee had 42 members with specific expertise relevant to one of the Committee 's two subcommittees(the Soils Subcommittee and the Quarantine, Structures and Commodities Subcommittee), he showed that the total criticaluse nomination amounts were declining, from 16,050 metric tonnes requested in 2005 to 6,377 metric tonnes for 2009.
The Methyl Bromide Technical Options Committee 's Structures and Commodities Subcommittee met from 28 February to 1 March 2012 in Berlin, Germany, while its Subcommittee on Soils and its Subcommittee on Quarantine and Pre-shipment met from 27 February to 2 March in Beijing.
Pursuant to paragraph 2 of decision IX/6 and decision XIII/11, the Methyl Bromide Technical Options Committee ' s subcommittees met from 20 to 24 April2009 in Rotterdam, Netherlands,(Structures and Commodities), and Agadir, Morocco(Soils), to evaluate new 2010 and 2011 nominations for critical-use exemptions for methyl bromide.
Ms. Marcotte said that the Methyl Bromide Technical Options Committee 's Quarantine, Structures and Commodities Subcommittee continued to be firmer in not recommending the use of methyl bromide in certain instances, for example where good processing practices should result in adequate pest control without use of methyl bromide; where Parties had failed to document the lack of efficacy of alternatives; or where nominated uses were higher than standard dosage rates, unless justified with test results.
She explained that requests included in the handbook for information that was rarely or never supplied by the parties had been removed from the structures and commodities sections, such as potential market penetration of newly deployed alternatives and alternatives that may be used in the future to bring forward the estimated time when methyl bromide consumption could be reduced or eliminated;and that section 14 of the structures and commodities form on" use/ emission minimization measures" had been simplified.
