It is proposed to redeploy the entire resources for contractual services under this subprogramme to subprogramme 2, Transport, which is of high priority.

It is proposed to redeploy one D-1 post from this subprogramme to subprogramme 7, Environment and human settlements, in order to strengthen the latter.
The total estimated requirements($26,066,100) relate to the salaries and common staff costs of both the established and the temporary posts indicated in table 26D.14 above andreflect the redeployment of one D-2 level post from the subprogramme to subprogramme 2, Electronic support services; abolition of 24 Trades and Crafts category posts and the downward reclassification of one temporary D-1 level post to the P-5 level.
One P-3 post andone Local level post will be redeployed from this subprogramme to subprogramme 3, Productive, technological and entrepreneurial development,to accommodate the new subprogramme structure of the medium-term plan for the period 1998-2001(A/51/6/Rev.1 and Rev.1/Corr.1).
An estimated amount of $4,440,600, reflecting an increase of $204,300, would provide for the posts shown in table 13.10 above. Resulting from the restructuring, therefore, civil society relations and inter-agency liaison functions have been placed within the UNEP regional office structure giving rise to redeployment of 1 D-2 and1 P-5 post from this subprogramme to subprogramme 5, Regional cooperation and representation(Nairobi) and 1 P-4 and 1 P-3 also to subprogramme 5, but to the New York component.

It is proposed to redeploy one General Service(Other level)post from this subprogramme to subprogramme 2, Advancement of women, in exchange for one General Service(Principal level) post to carry out functions classified at that level as a result of increased responsibilities related to the servicing of the Administrative Committee on Coordination and its Organizational Committee.
The change in requirements in comparison with 1996-1997 is the result of the application of the new standardized vacancy rates and redeployment and abolition of posts, as follows:one P-5 post is redeployed from this subprogramme to subprogramme 1, Public administration, finance and development, and one P-3 and three General Service posts(one Principal level and two Other level) are proposed to be abolished.
These requirements reflect the redeployment of one P-4 post from this subprogramme to subprogramme 1, Linkages to the global economy, competitiveness and production specialization.
It is proposed to redeploy one Local level post from this subprogramme to subprogramme 9, Social development, to provide for additional support required in that subprogramme. .
