The provisions of Directive 92/61/EEC relating to systems, components and separate technical units for vehicles therefore apply to that Directive.
These Directives apply to the typeapproval of category-M1vehicles, powered by an internal combustion engine, and their trailers, whether produced in a single or in several stages, and to the typeapproval of the systems, components and separate technical units intended for such vehicles and their trailers. 2.
Whereas in the field of vehicles, their components and separate technical units, it is necessary to envisage a specific directive within the framework of the system for European type-approval which provides for approvals granted by designated national authorities to harmonized technical requirements;
The provisions of Directive 70/156/EEC relating to vehicle systems, components and separate technical units therefore apply to Directive 97/27/EC.
The next item is the recommendation for second reading from the Committee on the Internal Market and Consumer Protection on the Council common position for adopting a directive of the European Parliament and of the Council establishing a framework for the approval of motor vehicles and their trailers, and of systems, components and separate technical units intended for such vehicles(Framework Directive) 09911/3/2006- C6-0040/2007- Rapporteur: Malcolm Harbour.
The Council may, acting by a qualified majority on a proposal from the Commission, acknowledge the equivalence between the conditions orprovisions for type-approval of systems, components and separate technical units established by the present Directive and the procedures established by international regulations or regulations of third countries, in the framework of multilateral or bilateral agreements between the Community and third countries.
Parliament, the Council and the Commission declare that, in order to cover all aspects related to the health and safety of agricultural and forestry tractors in one harmonising directive, Directive 2003/37/EC on type-approval of agricultural and forestry tractors,their trailers and interchangeable towed machinery, together with their systems, components and separate technical units needs to be modified so as to address all the relevant risks of the Machinery Directive.
Acting by a qualified majority on a proposal from the Commission, the Council may acknowledge equivalence between the conditions or provisions for EC type-approval of vehicles, systems, components and separate technical units established by this Directive together with the separate directives, and the procedures established by international regulations or regulations of third countries in the framework of multilateral agreements or bilateral agreements between the Community and third countries.

With this in view, it is necessary to introduce harmonised norms concerning, in particular,the numbering of type-approval certificates as well as exemptions for end-of-series vehicles and for vehicles, components and separate technical units incorporating technologies which are not yet covered by Community arrangements, in the manner of the analogous norms of Council Directive 70/156/EEC of 6 February 1970 on the approximation of the laws of the Member States relating to the type-approval of motor vehicles and their trailers6.
This Directive applies to the type-approval of motor vehicles and their trailers built in one or more stages,of systems, components and separate technical units intended for use on such vehicles and trailers.
All the separate directives,provided for in the exhaustive list of systems, components and separate technical units to be regulated at Community level, have been adopted.
Each Member State shall permit the sale or entry into service of components or separate technical units if, and only if, they comply with the requirement of the relevant separate Directive and the requirements referred to in Article 6(3)provided that this shall not apply to components and separate technical units intended for use on vehicles which are fully or partially exempt from or not covered by this Directive.
Until 31 December 1997 for complete vehicles and until 31 December 1999 for completed vehicles following multi-stage type-approval, Article 7(1) and(2) of Directive 70/156/EEC, as amended by this Directive,shall not apply to vehicles, components and separate technical units belonging to a type for which a national type-approval has been granted before 1 January 1996 or 1 January 1998 or to a type which a Member State has registered, permitted the sale or entry into service of before 1 January 1996 or 1 January 1998.
Consequently, the provisions laid down in Directive 70/156/EEC relating to vehicle systems, components and separate technical units apply to Directive 71/127/EEC.
Consequently, the provisions laid down in Directive 2007/46/EC relating to systems, components and separate technical units for vehicles apply to this directive.
Whereas reference is made to electromagnetic compatibility in other directives relating to vehicles, their components and separate technical units, within the framework of Directive 70/156/EEC;
In the meantime Member States shall grant national type-approval to, and permit registration, sale and entry into service of such vehicles, or components and separate technical units for such vehicles in accordance with the provisions of Article 10 of Directive 70/156/EEC.

It does not apply to the approval of single vehicles except that Member States granting such approvals shall accept any type-approval of components and separate technical units granted under this Directive instead of under the relevant national requirements.
However, a Member State may:- refuse to permit the permanent registration or entry into service of incomplete vehicles as long as they remain incomplete:- under certain conditions refuse to register and/or prohibit the sale of,placing in service on its territory of vehicles, components and separate technical units if these seriously impair road safety, even if accompanied by a valid certificate of conformity, or have been marked in an adequate manner.
Whereas in order to facilitate the access to the markets of countries outside the Community it appears appropriate to allow, under certain conditions, for the acceptance of system, component and separate technical unit approvals based on equivalent international and third-country regulations; whereas equivalence of such regulations is to be established in application of the relevant provisions of the Treaty;
Member States may exempt vehicles, systems, separate technical units and components intended.
The placing on the market, sale and use of systems, separate technical units and components for these vehicles shall carry no time limit.
Council Directive 92/61/EEC of 30 June 1992 relating to the type-approval of two or three-wheel motor vehicles(4), laid down the procedure for Community type-approval of two orthree-wheel motor vehicles, of components and of separate technical units produced in conformity with the technical requirements set out in separate directives.
