Components and separate technical units should be marked in accordance with the relevant separate directives.

Market surveillance authorities shall cooperate with economic operators regarding actions which could prevent or reduce risks caused by vehicles,systems, components and separate technical units made available by those operators.
Manufacturers shall ensure that vehicles,systems, components and separate technical units comply with the test proceduresand test requirements to be laid down in a delegated act referred to in paragraph 12.
In order to ensure a high level of road safety, occupational safety and environmental protection the technical requirements and environmental standards applicable to vehicles,systems, components and separate technical units with regard to type-approval should be harmonised.
The requirements referred to in paragraphs 1 and 2 shall apply to vehicles,systems, components and separate technical units intended therefore, insofar as they are declared applicable to the relevant vehicle category set out in Article 4.
For the purpose of enabling the Commission to carry out the testing referred to in paragraphs 1 and 2, Member States shall make available to the Commission all data related to the type-approval of the vehicle,systems, components and separate technical units subject to compliance verification testing.
Market surveillance authorities shall perform regular checks to verify compliance of vehicles,systems, components and separate technical units with the requirements set out in this Regulation as well as with the correctness of the type approvals.
The Commission shall be empowered to adopt delegated acts in accordance with Article 88 to amend Annex IV to take account of technological and regulatory developments by introducing and updating references to regulatory acts containing the requirements with which vehicles,systems, components and separate technical units have to comply.
This Regulation establishes the requirements for the market surveillance of vehicles,systems, components and separate technical units that are subject to approval in accordance with this Regulation, as well as of parts and equipment for such vehicles.
Member States shall take the necessary measures to ensure that market surveillance authorities may, where they consider it necessary and justified, be entitled to enter the premises of economic operators and seize the necessary samples of vehicles,systems, components and separate technical units for the purposes of compliance testing.
The proposal establishes a procedure for exempting from Community requirements vehicles,systems, components and separate technical units which- owing to their design- do not meet the requirements of the directives concerned, but which offer at least equivalent guarantees as regards safety and environmental protection.
This Regulation establishes the administrative provisions and technical requirements for the type-approval and placing on the marketof all new vehicles, systems, components and separate technical units intended for such vehicles referred to in Article 21.
For the purpose of vehicle type-approval, the initial assessments carried out for the granting of type-approvals for systems, components and separate technical units of the vehicle need not be repeated, but shall be completed by an assessment of the locations and activities relating to the assembly of the whole vehicle that have not been covered by the former assessments.
The experience gained since framework directive 92/61/EEC relating to the type-approval of two or three-wheel motor vehicles entered into force has shown that certain requirements need to be clarified, in particular as regards the numbering of type-approval certificates,special provisions for end-of-series vehicles and for vehicles, components and separate technical units incorporating new technologies.
