On this front, the effort made on the idea of introducing an intermediate category of regions is particularly important, above all, because in a number of cases, the years of recession that we are emerging from have intensified internal divisions, further increasing the importance of effective and adequate support for less developed regions in Europe, combating wastage and bringing development policy sharply into focus.
It follows from all the foregoing that the Commission has not shown that, in the present case, the difference between the price of strong beer, with an alcoholic strength equal to or higher than 3.5% vol., andthe price of wine in the intermediate category, in competition with that beer, is so slight that the difference in the excise duty applicable to those products in Sweden is likely to influence consumer behaviour.
Consequently, it must be found that,in the present case, only wines in the intermediate category, which only Systembolaget can sell on a retail basis, share a sufficient number of characteristics with strong beer- with an alcoholic strength equal to or higher than 3.5% vol. and also available for retail sale only through Systembolaget- to be regarded as being in competition with strong beer for the purposes of the second paragraph of Article 90 EC.
Unlike the rapporteur, and I am saying this as a German,I am of the opinion that the Commission proposal for an intermediate category will result in a balanced and transparent structure for future cohesion policy in the light of the dramatic problems in some regions.
Since the most important issue, that of integrating what is commonly known as the new intermediate category of regions, remains to be resolved, in that regard, I would like to call on the Commissioner and the European Commission as a whole to provide us, as soon as possible, with all the details that remain unclear regarding the creation of this category of region, especially the financial aspects and effects, as this issue concerns the future development of regions throughout the European Union.
I voted against the amendments to Mr Garriga Polledo's report calling for intermediate categories of regions, or regions with per capita gross domestic product between 75% and 90% of European Union GDP, to be introduced for the next financial programming period.
