The following elements normally characterise PPPs.

It also leads the Directorate's centres of expertise on i2i,TENs/PPPs and environmental protection, and coordinates its advisory services.
In this context, PPPs have been viewed as an effective means of delivering infrastructure projects which ensure the achievement of policy objectives such as combating climate change, promoting alternative energy sources and energy and resource efficiency, and supporting sustainable transport and the deployment of broadband networks.
New possibilities are created for a more flexible implementation of public-private partnerships('PPPs') which reflects the calls of European industry stakeholders who are the partners in such PPPs.
Any efforts made in the report for conditional use of PPPs and democratic control of them are simply an alibi and wish list which ultimately facilitate the general and exponential transfer of services to the control of private capital, with damaging consequences for the workers, consequences that appear to be concealed in the report itself.
These successful projects provide sufficient justification for Parliament to take up the topic as well, andI welcome the Commission's communication on PPPs, which includes specific proposals drawn up on the basis of public consultation.
There was no support either for Community initiatives clarifying the contractual framework of PPPs at Community level(question 14 of the Green Paper) or clarifying or adjusting the rules on subcontracting question 17 of the Green Paper.
