The Expert Group discussed the possible extent of the computerization process on the basis of an informal document, which was prepared by the secretariat and which outlined the possible repercussions on the legal provisions of the Convention and its annexes as well as on existing administrative procedures Informal document No. 12 2001.
TIRExB reiterated the need to get more countries involved inthe work of the GE.1 and stressed that the network of eTIR focal points had been created to allow countries that cannot participate in the GE.1 meetings to actively participate in the computerization process.
In particular, the Board requested the secretariat to rephrase item 5 to better reflect the Board's role in the computerization process, to amend item 6 with a reference to training on technical issues such as the approval of vehicles and the possibility to organize a technical training seminar and to add a new item on self-evaluation to the programme of work.
At its previous session, the Working Party took note of Informal document GE.1 Nos. 4 and 5(2014) on, respectively, version 4.1a of theeTIR Reference Model and a preliminary summary of GE.1 activities and results as well as recommendations on how to pursue the computerization process from a technical perspective.
For this purpose, the strategy, the structures andthe electronic platforms to be used during the computerization process of the TIR regime had to be identified and determined at an early stage in close consultation with all national Customs authorities and transport interests in order to provide national Customs authorities and the transport industry with the necessary long-term stability in its administrative procedures and the underlying legal framework.
With regard to the role played by the various actors in the TIR procedure in the computerization process, the Ad hoc Group agreed that the computerization process would have consequences for the persons and organizations dealing with the issuance and management of the guarantee system, as well as for Customs authorities, whose task it is to check and process the provided data and ensure the goods' unaltered arrival at the Customs office of destination.
