The ARGO programme shall contribute to the following objectives.

On the same day that the Council adopted the ARGO programme, 13 June 2002, it also adopted a Plan for the management of the external borders of the Member States of the EU1 which again stressed the importance of a co-ordination and cooperation mechanism in this field.
What we need, however, in order to create a multiplier effect so that high standards may be guaranteed in the long term, is the establishment of a European Staff College for the training of senior officials,which should be supported through the ARGO programme, thus enabling the standard of training, as well as the common operating standards, to be maintained in the long term.
The Coun cil also decided to increase the appropriations for the Argo programme to take account of the conclusions of the Thessaloniki European Council of 19 and 20 June and for the Prince(European Union's role in the world) and forest protection pro grammes.
The Commission will take charge of a comprehensive and coherent programme of activities including the exchange of information on best practices, the launch of Community actions of ERF II andthe initiation of calls for projects under the ARGO programmes to cater for the specific needs expressed by Member States in this area.
