It is a framework Directive, aimed essentially at the integrated prevention and control of pollution by certain installations.

The Council adopted the IPPC Directive2,the purpose of which is to achieve integrated prevention and control of pollution arising from a wide range of industrial and agricultural activities3 and a high level of protection of the environment as a whole.
The purpose of this Directive is to achieve integrated prevention and control of pollution arising from the activities listed in Annex I. It lays down measures designed to prevent or, where that is not practicable, to reduce emissions in the air, water and land from the abovementioned activities, including measures concerning waste, in order to achieve a high level of protection of the environment taken as a whole, without prejudice to Directive 85/337/EEC and other relevant Community provisions.
Coastal States, for the purpose of enforcement as provided for in section 6, may in respect of their exclusive economic zones adopt laws and regulations for the prevention,reduction and control of pollution from vessels conforming to and giving effect to generally accepted international rules and standards established through the competent international organisation or general diplomatic conference.
Marpol 73/78 contains a set of rules andprovisions for preventing pollution of the marine environment by oil(Annex I); for the control of pollution by noxious liquid substances carried in bulk(Annex II); for preventing pollution by harmful substances carried in packaged form or in containers or tanks(Annex III); for preventing pollution by sewage(Annex IV) and garbage(Annex V); and for the prevention of air pollution by ships(Annex VI)1.
Whereas such a procedure is necessary to determine the pollution levels of the rivers in the Community andconsequently to lay down guidelines for the control of pollution and nuisances, which is one of the Community's objectives in respect of the improvement of living conditions and the harmonious development of economic activities throughout the Community; whereas no provision is made in the Treaty for the specific powers required for this purpose;
