Our approach has therefore been to divide the controls be tween two broad types, regional policy ones(IDC, Agrément, Authorization and, subsequently, ODP) and agglomeration policy ones(ODP- initially- Agrément, Redevanceand SIR), and, within these groups, to compare the approaches practised and the implications of these for relative effectiveness.

CONSIDERS that the 14 recommendations of the"G10 High Level Group on innovation and provision of medicines", contained in its Report of March 2002, are designed to contribute to both industrial competitiveness and public health goals and HIGHLIGHTS in particular the recommendations that call for better information to patients andthe need for stronger systems for pharmacovigilance and relative effectiveness within Member States;
These include ensuring a sustainable financing basis, encouraging the provision of and access to effective primary health care services, thus reducing the unnecessary use of specialist and hospital care, ensuring the cost-effective use of medicines, better public procurement, improving integration of care through up to date information channels(such as e-health),deploying methodologies to assess the relative effectiveness of health technologies and costs of care for decision-making purposes and improving health promotion and disease prevention.
