This general export authorisation covers the following dual-use items specified in Annex I to this Regulation.
Competent authority' means an authority of one of the Member States, as listed in Annex I, which is, in accordance with Article 20, entitled to make a decision on an application for an authorisation orto prohibit an exporter from using the Union general export authorisation;

National general export authorisation: granted in accordance with Article 9.4 and defined by national legislation in conformity with Article 9 and Annex IIIc.
In order to prevent abuses in the export sector, there are four typesof export authorisations: the Community General Export Authorisations, National General Export Authorisations, Global Export Authorisations and Individual Export Authorisations. .
(15) Additional Union general export authorisations should be introduced in order to reduce administrative burden on companies and authorities while ensuring an appropriate level of control of the relevant items to the relevant destinations.
