Pre-export notification.
The system of product-related pre-export control shall be evaluated in accordance with Article 42(4).

(3) Regulation(EEC) No 3769/92 must be amended to take account of the changes of Regulation(EEC)No 3677/90 separating the provisions on export authorisation from those on pre-export notification for the scheduled substances listed in Category 1 of the Annex.
A period of 14 days pre-export quarantine in premises officially approved by the central competent authorities of the exporting country and which are under control of an official veterinarian and supervised in such a way that direct or indirect contact between the animals to be exported and other cloven hoofed animals is avoided and.
The approval referred to in paragraph 3 shall specify the competent authority of the third country under whose responsibility the pre-export controls are to be performed and that competent authority shall be the counterpart for all contacts with the Union.
Pursuant to point 22 of the Interinstitutional Agreement of 13 April 2016 on Better L aw Making(29), the evaluation, based on efficiency, effectiveness, relevance, coherence and value added, should provide the basis for impact assessments of options for further action, particularly as regards the scope of this Regulation, the application and enforcement of the provisions related to the tasks of economic operators placing products on the market, andthe system of product-related pre-export controls.
Authorities designated under Article 25(1) may however carry out controls on those products or categories of products entering the Union market,including in order to ensure that the pre-export controls carried out by the third country are effective to determine compliance with Union harmonisation legislation.
Having regard to Section 7(a)(i) of Part B of the United Nations General Assembly Resolution S-20/4 as adopted at the 20thSpecial Session of the United Nations, whereby pre-export notifications can be requested for acetic anhydride and potassium permanganate by contracting parties to the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances.
( 3) Argentina, Benin, Bolivia, Brazil, the Cayman Islands, Costa Rica, Cyprus, the Czech Republic, Ethiopia, Indonesia, Japan, Jordan, Macao, Malaysia, Moldova, Nigeria, Paraguay, Peru, the Philippines, the Russian Federation, Saudi Arabia, South Africa, Sri Lanka, Tajikistan, Turkey and Venezuela have invoked Article 12.10 of the United Nations Convention against Illicit Traffic in Narcotic Drugs andPsychotropic Substances by requesting pre-export notifications for substances in Table 1 to that Convention, and in a number of cases, acetic anhydride and potassium permanganate.
