The Council also adopted conclusions on the second set of twelve priority proposals under the Single Market Act II.
The Single Market Act II package is the second wave of priority proposals and was presented by the Commission in October 2012 in order to supplement the first set of measures of Single Market Act I. It includes the modernisation of EU insolvency rules, the deployment of high-speed broadband and review of the product safety directive.
It is really good that the European Parliament sends a clear signal today to the Commission andto the Council in the form of 15 priority proposals, and I am personally satisfied that we underlined the importance of the mobility of our citizens.
As regards implementing legislation, the Commission brought to a successful conclusionthe negotiation of the legal framework for the implementing powers conferred on the Commission("Comitology Decision") and ensured its follow-up,including the adoption of the 26 priority proposals foralignment with the new rules.

The intention was to provide a solid basis for the future work under the incoming Irish presidency, thereby paving the way for the Council to reach a general approach on this proposal, which is one of the 12 priority proposals as set out in the Single Market Act.

Following the adoption of the Work Programme 2015, the Commission wants to work with the European Parliament andthe Council to identify a list of priority proposals on which the institutions commit to make swift progress and ensure a rapid final adoption, including notably those directly linked to the implementation of the Investment initiative.
