Objective of the Organization: To fulfil the commitments of the Brussels,Barbados and Almaty Programmes of Action.

Thus, participants stressed that South-South cooperation should be given priority in the United Nations system to facilitate the achievement of internationally agreed development goals, including the Millennium Development Goals,in accordance with the Brussels and Almaty Programmes of Action.
In a similar vein,the African Group called on the international community to intensify its efforts to implement the commitments made under the Istanbul and Almaty Programmes of Action, as well as to fulfil outstanding pledges of ODA, which remained the largest source of external funding for the least developed countries.
Mr. Anwarul Chowdhury(Under-Secretary-General and High Representative for Least Developed Countries, Landlocked Developing Countries and Small Island Developing States) said that the field presence of the United Nations and their respective mandates were the key to the implementation of the Brussels,Barbados and Almaty Programmes of Action.
The United Nations development system should incorporate the Istanbul and Almaty Programmes of Action into country and regional programmes, and should also support South-South cooperation by helping developing countries in their efforts to assist least developed countries and landlocked developing countries.
Advocating that the concerns of the least developed countries, landlocked developing countries andsmall island developing States be placed high on the global agenda in respect of the Brussels and Almaty Programmes of Action as well as the Barbados Programme of Action and the Mauritius Strategy;
The Commission noted that, while some least developed countries and landlocked developing countries had made steady progress in their economic and social development with the assistance of development partners, those countries would continue to rely on financial resources, and increasing those resources andimproving access to them were priorities identified by both the Istanbul and Almaty programmes of action.
