The Governments of Eritrea and Ethiopia accepted to resolve their boundary dispute through an arbitration mechanism.
During the course of 1994, two separate Memoranda of Understanding were signed by UNHCR with the Governments of Eritrea and the Sudan.
UNHCR has continued discussions with the Governments of Eritrea and Ethiopia on the modalities for organized, large-scale repatriation to these countries.
However, the resumption of organized repatriation has been put on hold due to differences of approach between the Governments of Eritrea and the Sudan.
In this regard, it would be essential that the Governments of Eritrea and Ethiopia agree to sign the status-of-forces agreements without any further delay.

However, discussions were still continuing in mid-1994 between UNHCR and the Governments of Eritrea and the Sudan on the procedures and preparations required to enable the start of the repatriation programme.
A fundamental difference between the two lies in their origins: UNCC was established by the Security Council andEECC was created through a bilateral agreement between the Governments of Eritrea and Ethiopia.
In this regard, I would like to reiterate my appeal to the Governments of Eritrea and Ethiopia to sustain this course and extend to UNMEE and the Boundary Commission all necessary cooperation for the expeditious demarcation of the border.
The Permanent Mission of the Republic of Hungary to the United Nations presents its compliments to the Secretary-General and, with reference to Security Council resolution 1298(2000)of 17 May 2000 regarding the implementation of sanctions against the Governments of Eritrea and Ethiopia, has the honour to communicate that the Government of the Republic of Hungary has taken all necessary steps to give effect to the measures imposed by the Security Council.

The Advisory Committee recalls that the Security Council,in its resolution 1827(2008), called upon the Governments of Eritrea and Ethiopia to cooperate fully with the United Nations, including in the UNMEE liquidation process A/63/602, para. 15.
I also urge the Governments of Eritrea and Ethiopia, in the interest of regional peace and security, to take into account the serious consequences of the continued stalemate and accept the assistance of the Security Council and my good offices in fully implementing the agreements they have entered into.
From May 2001 to mid-February 2002, the Office of the United NationsHigh Commissioner for Refugees(UNHCR), under a tripartite programme with the Governments of Eritrea and the Sudan, repatriated 38,634 Eritrean refugees from the Sudan, and plans to assist 60,000 more Eritreans to return home in the course of this year.
At the same time, UNMEE has continued to engage the Governments of Eritrea and Ethiopia on human rights issues. The Governments of Eritrea and Ethiopia continue to hold prisoners-of-war and civilian internees despite their commitments to the contrary. On 15 January 2002, the Government of Eritrea released 25 prisoners-of-war, and expressed a readiness to release and repatriate all Ethiopian prisoners-of-war in accordance with the Algiers Peace Agreement and the Third Geneva Convention. On 18 February 2002, Eritrea released 25 more prisoners-of-war, while Ethiopia released 58 and two civilian internees.
