This Synopsis aims to provide policy guidance on good practices in creating a supportive environment for innovative development and knowledge-based competitiveness in the UNECE region.

A major lesson learned from national experiences is the overwhelming importance ofthe institutional context and specific conditions for the creation of a supportive environment for innovative development and knowledge-based competitiveness.
Creating a supportive environment for innovative development and knowledge-based competitiveness(abbreviated as"Innovation and Competitiveness Policies");
This Synopsis largely draws on the findings of the Comparative Review with the aim of providing policy-relevant conclusions on good practices in creating a supportive environment for innovative development and knowledge-based competitiveness in the UNECE region.
In accordance with the CECI Programme of Work for 2007-2008 in focus area"Creating a supportive environment for innovative development and knowledge-based competitiveness" and the TOS-ICP Terms of Reference adopted by CECI, the Team is expected to contribute to the following main activities and outputs in 2008.
During the survey, the experts were requested to mark only those five topics that they considered most useful and practical, namely,those topics where multilateral cooperation in the context of the TOS-ICP activities could be most useful in further promoting innovative development and knowledge-based competitiveness in the UNECE region.
Demand-driven capacity-building activities on selected aspects of innovative development and knowledge-based competitiveness, subject to the availability of extrabudgetary resources.
The outcomes of this Conference will also support the activities of the CECI in other thematic areas, in particular,in connection with the creation of a supportive environment for innovative development and knowledge-based competitiveness and the strengthening of the role of intellectual property rights in innovative development.
It will promote knowledge sharing and discussion on policies and good practices in several CECI thematic areas,such as innovative development and knowledge-based competitiveness, protection of intellectual property rights, entrepreneurship and public-private partnerships with special emphasis on SPECA member countries, namely countries of Central Asia and Azerbaijan.
In view of their cross-sectoral nature, the outcomes of this Conference will also support the activities of the CECI in other thematic areas(in particular,in connection with the creation of a supportive environment for innovative development and knowledge-based competitiveness and the promotion of best practice in public-private partnerships) and will provide useful inputs to other areas of UNECE work.
In accordance with the Programme of Work of the UNECE Committee for Economic Cooperation and Integration(CECI)for 2007-2008 in focus area"Creating a supportive environment for innovative development and knowledge-based competitiveness" and the conclusions of the first meeting of the Team of Specialists on Innovation and Competitiveness Policies(TOS-ICP) held in Geneva on 8-9 March 2007, the Team agreed on an Implementation plan for its main outputs in 2007.
The secretariat recalled that in accordance with the CECI Programme of Work in focus area"Creating a supportive environment for innovative development and knowledge-based competitiveness", the TOS-ICP is expected to contribute to the following main activities and outputs in 2008.
In accordance with the Programme of Work of the UNECE Committee for Economic Cooperation and Integration(CECI)for 2006-2008 in focus area"Creating a supportive environment for innovative development and knowledge-based competitiveness" and the related Implementation plan adopted by the Team of Specialists on Innovation and Competitiveness Policies(TOS-ICP) at its second session held Geneva from 14 to 15 February 2008, the Team agreed on its main outputs in 2008.
The Secretariat informed participants that the outcomes of this Conference will also support the activities of the CECI in other thematic areas, in particular,in connection with the creation of a supportive environment for innovative development and knowledge-based competitiveness, entrepreneurship and enterprise development and the strengthening of the role of intellectual property rights in innovative development.
TOS-ICP addresses issues related to the creation of a supportive environment for innovative development and knowledge-based competitiveness of UNECE member States, with specific focus on transition economies.
