The problems that are emphasized in the book are very important especially for Russia. Some multiethnic states have already faced them, others are solving, rest have not realized them as topical problems.
As stated in paragraph 4(a) above, a seminar of experts on racism,refugees and multiethnic States is being held from 6 to 8 December 1999 within the framework of the activities of the Third Decade to Combat Racism and Racial Discrimination, and the report on the seminar will be submitted to the first session of the Preparatory Committee.
The Ministers renewed their firm conviction that the Federation of Bosnia and Herzegovina, which was also open to the Bosnian Serbs, represented the most valuable asset for a lasting solution and preservation of Bosnia andHerzegovina as a multicultural and multiethnic State of the three constituent nations and as a pluralistic democratic society.

Following the presentation of the background papers prepared by the five experts and the discussion of the various issues of racism,refugees and multiethnic States raised by the papers, the participants presented and considered numerous observations and suggestions that had been raised during the course of the seminar.
These are aimed particularly at the justice system, public security, the promotion of a multicultural,multilingual and multiethnic State, as well as at education, the promotion and dissemination of the Peace Agreements and the attainment of a culture of respect for human rights.
The Committee notes with appreciation that the new Constitution of Ecuador, adopted in 1998,declares that the State party is a multicultural and multiethnic State, and it incorporates a wide range of human rights, including a number of economic, social and cultural rights enshrined in the Covenant.
