However, we are of the opinion that several important gains were made- in particular,the adoption of the Protocol on blinding laser weapons and agreement on certain aspects of Protocol II.
Among those, we would mention the adoption of the Chemical Weapons Convention; the Protocol on Blinding Laser Weapons; the amended Protocol on Mines, Booby Traps and Other Devices; the Ottawa Treaty banning anti-personnel mines and an additional Protocol for the Protection of Cultural Property in the Event of Armed Conflict.
The Review Conference of the States Parties to the Convention, convened in Vienna from 25 September to 13 October 1995 and in Geneva in resumed sessions from 15 to 19 January and from 22 April to 3 May 1996,adopted the Protocol on Blinding Laser Weapons(Protocol IV)on 13 October 1995 and amended Protocol II on 3 May 1996.
Expresses satisfaction that the Protocol on Blinding Laser Weapons(Protocol IV)2 entered into force on 30 July 1998, commends it to all States, with a view to achieving the widest possible adherence to this instrument at an early date, and calls, in particular, on all States parties to the Convention that have not yet done so to express their consent to be bound by the Protocol; .
During the First Review Conference held in Vienna, 25 September to 13 October 1995 and in Geneva, 15 to 19 January 1996 and 22 April to 3 May 1996, the States Parties adopted, pursuant to Article 8, Paragraph 3(b)of the Convention, the Protocol on Blinding Laser Weapons(Protocol IV). Protocol IV was adopted on 13 October 1995 and entered into force on 30 July 1998.
The Ministers welcomed the fact that both the Protocol on Blinding Laser Weapons and the amended Protocol on Mines, Booby Traps and Other Devices to the Convention on Certain Conventional Weapons had entered into force in 1998, stressed the need for universal and comprehensive adherence to those protocols, and reaffirmed their support for the establishment of an Ad Hoc Committee in the Conference on Disarmament to negotiate a ban on the transfer of anti-personnel landmines.
