On the last day of the meeting, the newly established EHRN adopted the Sofia Declaration(see Box 2) to affirm its commitment to the Action plan to strengthen the use of evidence, information and research for policy-making in the WHO European Region 7.

In July 1996 Bulgaria had convened a conference of the Ministers for Foreign Affairs of the Countries of South-Eastern Europe, at which a variety of possibilities for intensifying regional cooperation in various fields had been discussed, including cross-border infrastructure, promotion of trade and investment, andcooperation in combating organized crime and illicit drug trafficking. The results of the conference were outlined in the Sofia Declaration, issued as an official United Nations document A/51/211-S/1996/551.
Special mention should be made of the successful continuation of the inter-Balkan process initiated by the Sofia Declaration of 1996 and further enhanced by the Thessaloniki Declaration of 1997 on good-neighbourly relations, stability, security and cooperation in the Balkans.
In their joint"Sofia Declaration on Strengthening the Cooperation in the Field of Transport in the BSEC Region" of 15 April 2010, the Ministers of BSEC member States, acknowledging the significance for the BSEC region of the historical resolution 64/255 on road safety adopted by the GA in March 2010, encouraged joint activities of BSEC and UNECE in addressing transport related issues, including road safety.

The participating States recall the statement in the Tirana Joint Communiqué and the Sofia Declaration stressing that persons belonging to national minorities have the right within the constitutional order of their country, guaranteeing equal rights and status for all, to express freely, to preserve and to develop their ethnic, cultural, linguistic and religious identify and to enjoy all human rights and fundamental freedoms in full equality with other citizens.
