A better focus on energy network technologies is needed in research and technology demonstration programmes.
(a) implementation of research, technological development and demonstration programmes, by promoting cooperation with and between undertakings, research centres and universities;

It is noted that by the end of Clean Sky, the demonstration programmes will provide evidence of the integration in practice of several technologies and indicate the potential benefits in a relevant operational environment.
(c) the European research community, composed of researchers from Member States and from countries associated to the Community research,technological development and demonstration programmes can effectively have access to it; and.
With the aim of minimising the danger of planned demonstration programmes failing to be achieved within the timeframe of Clean Sky 1, continued efforts should be made by project managers to emphasise to their higher management the- technical, commercial and political- importance of the Clean Sky Joint Undertaking, and ensure the appropriate level of resources are available and committed to the projects.
Work will intensify with Member States to finance the activities of the Technology Roadmaps for 2010-2020 andto ensure the success of related large scale demonstration programmes such as under the New Entrants Reserve(NER300) programme22.
On the European level,the EU should contribute directly to scientific projects and research and demonstration programmes, building on the Strategic Energy Technology Plan(SET Plan) and the next Multiannual Financial Framework, and in particular Horizon 2020, to invest in partnerships with industry and Member States to demonstrate and deploy new, highly efficient energy technologies on a large scale.
Pursuant to Article 171 of the EC Treaty, the Community may set up joint undertakings or any other structure necessary for the efficient executionof Community research, technological development and demonstration programmes and will be very likely do so increasingly in the future.
The activities are so defined:(a) implementation of research,technological development and demonstration programmes, by promoting cooperation with and between undertakings, research centres and universities;(b) promotion of cooperation in the field of Community research, technological development and demonstration with third countries and international organisations;(c) dissemination and optimisation of the results of activities in Community research, technological development and demonstration;(d) stimulation of the training and mobility of researchers in the Community.
The Council, on a proposal from the Commission, may adopt European regulations or decisions to set up joint undertakings or any other structure necessary for the efficient execution of the Union's research,technological development and demonstration programmes.
Since 2007 the EU has sought to support the development of CCS in various ways; a legislative framework for CO2 capture, transport and storage,support for a 10-12 project demonstration programmes, and continuing efforts to establish a carbon price through the Emissions Trading Scheme(ETS) to act as a development funding source and driver for implementation and longer term deployment.
Members recalled that Parliament had asked the Court to draw up a special report on the capacity of the joint undertakings, together with their private partners, to ensureadded value and efficient execution of Union research, technological development and demonstration programmes.
Article 164 In pursuing these objectives, the Community shall carry out the following activities, complementing the activities carried out in the Member States:( a) implementation of research,technological development and demonstration programmes, by promoting cooperation with and between undertakings, research centres and universities;

It has its roots, however, in the Lisbon Treaty, notably Articles 179 et seq., which set the goal of achieving a European Research Area and task the European Union"with the implementation of research,technological development and demonstration programmes, by promoting cooperation with and between undertakings, research centres and universities".

Joint Undertakings(JUs) are instruments provided for in the Treaty establishing the European Community which enable the Community to establish structures, in particular public-private partnerships, necessary for the efficient execution of Community research,technological development and demonstration programmes.
The Joint Undertaking was set up by decision of the Council of the European Union in Regulation No 876/2002 of 21 May 2002, on the basis of Article 171 of the Treaty establishing the European Community, which provides that"the Community may set up joint undertakings or any other structure necessary for the efficient execution of Community research,technological development and demonstration programmes".
Despite its coordinating role in the largest energy demonstration programme in Europe and its relevance for SET-plan objectives, DG CLIMA only joined the SET-plan Steering Group in October 2016.
An ERI shall have a statutory seat, which shall be located on the territory of a member which shall be a Member State or a country associated to a Community research,technological development and demonstration programme.
The lower level ofprogramme execution is the consequence of the specific demonstration programme, for which some complex actions and grants have taken more time to implement.
A measure that is aractive even ahead of a possible move to 30% would be to use some unallocated free EU ETS industry allowances to accelerate innovation in low-carbon technologies,in a similar way to the existing demonstration programme for innovative renewable energy and carbon capture and storage technologies funded with 300 million allowances.
(3) Under the 2010 work programme of the 7th Framework Programme for Research and Development(security theme),a call for proposals has been published for a demonstration programme aiming at large scale integration, validation and demonstration of a systems-of-systems solution for maritime border surveillance.
This procedure should stimulate the setting-up of structures necessary for the efficient execution of European research, including those supported by the research,technological development and demonstration Community programmes.
