Within this context, having solely national measures would lead to a non-cost efficient and unevenly spread effortsacross the EU, leading to an insufficient deployment of renewables in the EU internal energy market, potentially falling short of the agreed target.
While all these options would enhance technology innovation through research& development measures, only option 3 would facilitate MS applying more technology specific initiatives andso spur"market pull" innovation that is key to promote mass-scale deployment of renewables.
The road to a climate neutral economy would requirejoint action in seven strategic areas: energy efficiency; deployment of renewables; clean, safe and connected mobility; competitive industry and circular economy; infrastructure and interconnections; bio-economy and natural carbon sinks; carbon capture and storage to address remaining emissions.
However it needs to step up significantly its investment efforts to reach its 2020 renewables and energy efficiency targets, as well as its more ambitious 2030 climate and energy targets,notably in the deployment of renewables and the energy efficient refurbishment of the building stock.
RED I increased the deployment of renewables, but reporting is insufficiently timely to take corrective action 27 RED I helped to increase the deployment of renewables, by setting an overall national target and a minimum indicative trajectory for each Member State, obliging them to define trajectories and implement measures for the three sectors contributing to the target.
However, even if the EU as a whole and all but one Member States are currently on track towards its overall renewable energy targets for 2020, target achievement by 2020 will only besecured if Member States continue to promote the deployment of renewables with the view to meet their increasingly steep trajectories.
Recommendation 5- Promote investment in grid infrastructure and interconnectors The Commission should:(a) examine for which Member States the grid is a limiting factor for further deployment of renewables;(b)advise Member States for which the grid potentially impedes deployment of renewables to take actions to resolve grid insufficiencies; and(c) encourage Member States to focus available ERDF and CF support related to climate change operations on grid development and management, and interconnectors.
The main objective of the revision of the ETD is to bring it more closely into line with the EU's energy and climate change objectives, in particular to address CO2 emissions in the non-ETS sector, avoid negative interferencewith the EU ETS, facilitate energy savings and deployment of renewables and allow revenue generation in an un-distortive way.
