Its work includes systems evaluations and substantive testing.
The results of the Court's substantive testing are summarised in Table 7.1 and Annex 7.1.
We took this approach into account in our substantive testing.
As regards substantive testing, the instructions provide for a sample of between 110 and 180 transactions and for a materiality threshold of 2%.
We took this approach, as applied by the Commission, into account in our substantive testing(6).
A portion of the non-IACS transactions upon which the CBs perform substantive testing is not representative of expenditure in the financial year audited 59.
Substantive testing based only on re-performance might not allow the CBs to obtain sufficient audit evidence to form a reasonable assurance opinion.
This gave us insufficient information to perform walk-through tests, substantive testing and tests of controls.
The Commission required CBs, for their substantive testing, only to re-perform(re-verify) the PAsŐ initial checks, for both Sample 1 and Sample 2 transactions.
For audit results to be reliable,it is important that all samples used for substantive testing be representative.
The specific assessment is based on:(a) substantive testing of a representative statistical sample of one commitment transaction and 55 payment transactions made by the Commission in 2007.
CBs draw their assurance from a combination of their own substantive testing and the PAsŐ control systems.
In the Commission's model, the CBs' work is based on the PA internal control system testing and reliance,as well as on their own substantive testing.
For the policy areas covered by this chapter, the results of the Court's substantive testing are relatively stable over the past years and around the 2% materiality level.
For the 2000-2006 period, the audit work carried out in 2006 consisted of 85on-the-spot missions covering both systems audits and substantive testing on 332 operations.
In order to treat Member States equally, such substantive testing would have to be carried out systematically, at least in all cases where there is a potential financial correction.
The higher the CBs rate the PAsŐ internal control systems, and hence the greater the assurance they derive from these systems, the fewer transactions will undergo substantive testing.
Furthermore, under EU law, the CBsŐ substantive testing of expenditure must cover verifying the legality and regularity of the underlying transactions at final beneficiary level54.
As per DG AGRIŐs guidelines37, the CBs obtain their overall level of assurance on legality and regularity from two sources:their assessment of the PAsŐ control environment and their substantive testing of transactions.
Nevertheless, on the basis of systems analysis and substantive testing, the Court concluded that it cannot yet consider the amounts of pre-financing presented in the balance sheet as complete and sufficiently reliable.
As the table above shows, in four of the Member States/Regions visited, Sample 2, for which no on-the-spot testing is done, accounted for the majority of the overall sample used by CBs for substantive testing.
Regarding financial year 2009,the material error identified by the CB in the substantive testing of Annexes III and IIIA related once again mainly to reporting/recording issues between the various columns of the tables.
Thus, it is inappropriate to use this matrix for legality and regularity purposes, because this may increase the level of assurance the CBs derive from PAsŐ internal control systems anddecrease the size of their samples for substantive testing.
Finally, it should be noted that the certification bodies carry out substantive testing on the column'corrected amount' of the Annex III table, which provides reasonable assurance that the amounts corrected are properly justified.
The next sections also examine the extent to which the CommissionŐs guidelines comply with internationally accepted audit standards at the different stages of the audit process(risk assessment andsampling method, substantive testing, conclusion and audit opinion).
The audit was based on two main components: 10.11.2008(a)(b) substantive testing of underlying transactions made by the Commission or its Delegations in 2007 by means of a representative statistical sample of 145 items.
Moreover, during the statistical substantive testing of files, the Certification Bodies should check in detail the payment claim, the Paying Agencies' controls(administrative and/or on-the-spot) and the payment calculation.
The delays referred to inparagraph 1.13 had an impact on the Court's substantive testing since the Court received opening balances before cut-off(on 18 January 2006) and after cut-off(on 15 March 2006) which were still subject to modifications.
The split of the work for substantive testing into two samples resulted from the need to ensure some continuity for Member States between the guidelines to CBs that were applicable before 2015 and those applicable from 2015.
Based on an assessment of the Joint Undertaking's internal control system and substantive testing of revenue, payment, grant and procurement operations, the audit results provided us with reasonable assurance that the overall residual error rate for the Joint Undertaking is below materiality.
