In order of preference, by reference to European standards, European technical assessments, common technical specifications, international standards,other technical reference systems established by European standardisation bodies or, failing this, their national equivalents; every reference shall be accompanied by the words‘or equivalent';
Where the contracting authority uses the option provided for in point(b) of point 17.3, to formulate technical specifications in terms of performance or functional requirements, it shall not reject a tender which complies with a national standard transposing a European standard, a European technical approval, a common technical specifications,an international standard or technical reference systems established by a European standardisation body, if those specifications address the performance or functional requirements which it has laid down.
