Those acts canconfer implementing powers on the Commission where uniform conditions for implementing them are needed.
It determines the uniform conditions for implementing the programme(Articles 6(2), 15(3) and 18(3)), and a general framework of checks which Greece must perform(Articles 7, 12(2) and 14(1)).

Union assistance under this Regulation shall be implemented through programmes and measures as referred to in Articles 2 and 3 of the Common Implementing Regulation andin accordance with specific rules establishing uniform conditions for implementing the present Regulation, in particular as regards management structures and procedures, which the Commission shall adopt in accordance with Articles 10 and 11 of the present Regulation.
Whereas Article 291(1) TFEU stipulates that Member States are responsible for the adoption of all measures of national law necessary to implement legally binding Union acts, Article 291(2) TFEU provides for these acts to confer implementing powers on the Commission or, in the case of Articles 24 and 26 of the Treaty on European Union(TEU), on the Council,where‘uniform conditions for implementing legally binding Union acts are needed'.
The Commission should, therefore, be granted implementing powers under that provision, in particular as regards the uniform conditions under which market intervention measures apply, the uniform conditions for implementing aid schemes and for applying rules concerning marketing and production, and rules related to trade with Third countries.
The Treaty of Lisbon introduced a distinction between the powers delegated to the Commission to adopt delegated acts, i.e. non-legislative acts of general application to supplement or amend non-essential elements of a legislative act under Article 290 TFEU(the delegation procedure), and the powers conferred upon the Commission under Article 291 to adopt so-called implementing acts,i.e. uniform conditions for implementing legally binding EU acts.
Where the European Parliament and the Council confer implementing powers on the Commission to adopt implementing technical standards by means of implementing acts pursuant to Article 291 TFEU,and in order to ensure uniform conditions for implementing legislative acts referred to in Article 1(2), the Authority may develop draft implementing technical standards.
