The Assembly would, inter alia,take note of the document entitled"Introduction and implementation of sanctions imposed by the United Nations" as set out in the annex to the draft resolution.

It reflected the most recent developments in the application of collective enforcement measures under Chapter VII of the Charter and in the practice of the Security Council relating to sanctions. .
Mr. Baghaei Hamaneh(Islamic Republic of Iran), speaking on behalf of the Movement of NonAligned Countries,said that it was the understanding of the Non-Aligned Movement that the document entitled"Introduction and implementation of sanctions imposed by the United Nations" constituted an integral part of the draft resolution.
All information on the humanitarian consequences of the introduction and implementation of sanctions, including those which have a bearing on the basic living conditions of the civilian population of the target State, on its socio-economic development and on third States which have suffered or may suffer as a result of their implementation should be considered by the Security Council and its sanctions committees, with a view to the modification of the sanctions regime where appropriate.
Recalling also its resolution 64/115 of 16 December 2009 and the document entitled"Introduction and implementation of sanctions imposed by the United Nations" annexed thereto.
In the course of intensive consultations,the Special Committee continued its work on the working document entitled"Introduction and implementation of sanctions imposed by the United Nations", contained in the annex to the present report, and decided to submit it to the General Assembly for consideration with a view to its adoption.
At its 254th meeting, the Special Committee decided to continue to consider, on a priority basis, a working document submitted by the Russian Federation entitled'Basic conditions and standard criteria for the introduction and implementation of sanctions imposed by the United Nations'(see annex to the present report) with a view to focusing on the outstanding issues.
The Special Committee should continue to give priority to the elaboration of precise legal criteria for the introduction and implementation of sanctions and, in particular, should strive at its next session for further progress on the working paper on that topic submitted by the Russian Federation.
In that connection, it reiterated the importance of the Special Committee document annexed to Assembly resolution 64/115 on the introduction and implementation of sanctions imposed by the United Nations and urged the Security Council to follow its prescriptions.
Recalling its resolution 64/115 of 16 December 2009 and the annex thereto entitled"Introduction and implementation of sanctions imposed by the United Nations", in particular the provisions of the annex regarding listing and delisting procedures.
The CANZ group also supported the guidelines developed by thatCommittee for its work. He welcomed the requirement, in paragraph 7 of the working document on the introduction and implementation of sanctions, for fair and clear procedures in the listingand delisting of individuals and entities.
The further revised working paper submitted by the Russian Federation, entitled"Basic conditions and standard criteria for the introduction and implementation of sanctions imposed by the United Nations", contained in the annex to the 2008 report of the Special Committee(see note 2 above), was referred to in the general exchange of views held at the 255th meeting of the Special Committee, on 17 February 2009.
Finally, the annex to the report contained the text submitted by the Russian Federation on basic conditions and standard criteria for the introduction and implementation of sanctions imposed by the United Nations, in the form resulting from informal negotiations.
Ms. Zabolotskaya(Russian Federation) said that the Russian revised working paper on"Basic conditions and standard criteria for the introduction and implementation of sanctions imposed by the United Nations"(A/63/33, annex) was still of cardinal importance.
It was recalled by several delegations that, in paragraph 2 of resolution 64/115,the General Assembly had taken note of the document entitled"Introduction and implementation of sanctions imposed by the United Nations", annexed to the resolution, which the Special Committee had decided at its 2009 session to submit to the Assembly.
