In this regard, the Committee appeals to all the High Contracting Parties to the Fourth Geneva Convention to fulfil their obligations in accordance with common article 1, which obligates them to respect and to ensure respect for the Convention in all circumstances.
Although those two Member States did not vote in favour of the above-mentioned resolutions, they are nevertheless High Contracting Parties to the Fourth Geneva Convention andhence are responsible for ensuring respect for the Convention in accordance with common article 1.
It also appeals to all the high contracting parties to the Fourth Geneva Convention to fulfil their obligations in accordance with common article 1, which requires the high contracting parties to respect, and to ensure respect for, the Convention in all circumstances.
Also, steps had been taken towards the convening of a conference of the High Contracting Parties to the Fourth Geneva Convention of 1949 on measures to enforce the Convention in the occupied Palestinian territory, including Jerusalem, andto ensure its respect in accordance with common article 1.
The participants appealed to all the High Contracting Parties to the Fourth Geneva Convention to fulfil their obligations in accordance with common article 1, which requires the High Contracting Parties to respect and to ensure respect for the Convention in all circumstances.
My delegation would also like to emphasize the importance of the early convening by the High Contracting Parties to the Fourth Geneva Convention of a conference on measures to enforce the Convention in the occupied Palestinian territory, including Jerusalem, andto ensure its respect in accordance with common article 1.
In particular, the Committee appeals to all the High Contracting Parties to the Fourth Geneva Convention to fulfil their obligations in accordance with common article 1, which requires the High Contracting Parties to respect and ensure respect for the Convention in all circumstances.
My delegation would like to highlight the text's reiteration of the recommendation to convene a conference of the High Contracting Parties to the Fourth Geneva Convention to enforce the Convention in the occupied Palestinian territory, including Jerusalem, andto ensure respect in accordance with common article 1.
Moreover, in accordance with common Article 1 of the Geneva Conventions, they urged the High Contracting Parties to the 4th Geneva Convention to uphold their obligations in this regard, and called for convening of a Conference of High Contracting Parties as a first step towards addressing this serious issue.
Government security and international forces as well as anti-Government elements are reminded of their obligation to protect the rights of civilians in armed conflict in accordance with common article 3 of the Geneva Conventions of 12 August 1949.
In this regard, the Committee appeals to all the High Contracting Parties to the Fourth Geneva Convention to fulfil their obligations in accordance with common article 1, which obliges them to respect and to ensure respect for the Convention in all circumstances, by convening a conference of the High Contracting Parties to determine measures to enforce the Convention in the Occupied Palestinian Territory, including East Jerusalem.
Resolutions of that session have, inter alia, recommended that the High Contracting Parties to the Geneva Convention convene a conference on measures to enforce the Convention in the occupied Palestinian territories, including Jerusalem, andto ensure respect for the Convention, in accordance with common article 1.

The resolution, inter alia, recommended that the High Contracting Parties to the Geneva Convention relative to the Protection of Civilian Persons in Time of War convene a conference on measures to enforce the Convention in the occupied Palestinian territory, including Jerusalem, andto ensure its respect, in accordance with common article 1.
Paragraph 6 reiterates the Assembly's recommendation that the High Contracting Parties to the Fourth Geneva Convention convene a conference on measures to enforce the Convention in the occupied Palestinian territory, including Jerusalem, andto ensure its respect in accordance with common article 1, and further recommends that the High Contracting Parties convene the said conference on 8 April 1999 at the United Nations Office at Geneva.
Aware of the upcoming fiftieth anniversary of the four Geneva Conventions, which is an occasion for renewed determination to promote international humanitarian law further and to reaffirm the undertaking by the High Contracting Parties to respect andto ensure respect for the Conventions in all circumstances in accordance with common article 1.
It is therefore essential that the conference of the High Contracting Parties to the Geneva Convention is convened as soon as possible on measures to enforce the Convention in the occupied Palestinian territories, including Jerusalem, andto ensure its respect in accordance with common article 1 of all four Geneva Conventions.
The General Assembly, in its resolution ES-10/4 of 13 November 1997- the fourth General Assembly resolution adopted in this respect- recommended that the Contracting Parties convene a conference on measures to enforce the Convention in the occupied Palestinian territory, including Jerusalem, andto ensure its respect in accordance with common article 1.
Ms. Suárez(Colombia) said that the Office of the Prosecutor General was responsible for prosecuting cases of torture that fell under article 12 of the Constitution and the provisions of the Criminal Code,which defined torture as a crime against humanity in the context of an internal armed conflict, in accordance with common article 3 of the Geneva Conventions, and otherwise simply as the crime of torture.
My delegation strongly supports, once again, the call for the early convening of a conference of the High Contracting Parties to the 1949 Geneva Convention relative to the Protection of Civilian Persons in Time of War, a conference on measures to enforce the Convention in the occupied Palestinian territories, including Jerusalem, andto ensure its respect in accordance with common article 1.
