The activities of public associations shall be regulated by law.

The paragraph in the resolution concerning the activities of public associations in Turkmenistan was patently ill-considered.
Income generated by business activities of public associations may not be redistributed among members or participants of such associations and shall be used only for the achievement of charter purposes.
Before special laws are adopted activities of such public associations as well as activities of public associations that are not subject to special laws shall be governed by this Law.

The federal law on public associations(art. 16)prohibits the creation and activities of public associations whose aims and actions are directed at arousing social, racial, national or religious hatred.
One of the most important provisions of this Law is article 16, entitled"Restrictions on the establishment and on the activities of public associations", paragraph 1 of which prohibits the establishment and the activities of public associations whose purposes or activities are aimed at changing the basis of the constitutional order by violence and destroying the integrity of the Russian Federation, undermining State security, creating military formations, and stirring up social, racial, national or religious discord.
Article 13(5) prohibits the creation and activities of public associations aiming to instigate social, racial, national or religious discord.
Article 13, paragraph 5, prohibits the creation and activities of public associations the aims and actions of which are to instigate social, racial, national and religious hatred.
The interference of State bodies and officials in the activities of public associations is, like the interference of public associations in the activities of State bodies and officials, prohibited.
Thus, according to articles 3 and 4 of the Act, which define the principles,purposes and activities of public associations, including trade unions, the only requirements to be met by citizens forming an association are that they should do so of their own free will and in accordance with the existing law.
The first Act regulating the activity of public associations was adopted on 1 February 1991.
Intervention of the state in the activity of public associations is prohibited.
