Facilitate the design and implementation of privatization,demonopolization, and administrative deregulation policies;
Welcoming the privatization process in many countries through, inter alia,demonopolization and administrative deregulation in the context of their economic restructuring policies, as a means to increase efficiency, economic growth and sustainable development, and stresses the importance of strengthening this process.
Taking note of the report of the Secretary-General concerning policies and activities related to entrepreneurship, privatization,demonopolization and administrative deregulation, A/50/417.
UNIDO technical assistance for privatization, which includes appropriate demonopolization and administrative deregulation as integral components, consists of both comprehensive and specific programmes to assist in privatization.
Mechanisms for discussion and consultation by relevant parties as to the appropriate ways to enhance the environment for entrepreneurship, privatization,demonopolization and administrative deregulation;
Noting that many countries continue to attach major importance to the privatization of enterprises,demonopolization and administrative deregulation in the context of their economic restructuring policies, as a means to increase efficiency, economic growth and sustainable development.
In resolution 48/180, the Assembly requested the Secretary-General to prepare a biennial report on policies and activities related to entrepreneurship, privatization,demonopolization and administrative deregulation.
The Department will also undertake analyses of global approaches to micro-economic issues andpolicies in public economics such as demonopolization, administrative deregulation of economic activities, privatization, opening of markets and use of market mechanisms.
In section IV, the focus is on strengthening activities in the United Nations system including through improved coordination as related to entrepreneurship, privatization,demonopolization and administrative deregulation.
Welcoming that many countries continue to attach major importance to the privatization of enterprises,demonopolization and administrative deregulation in the context of their economic restructuring policies, as a means to increase efficiency, economic growth and sustainable development.
The impacts of crises on urban contexts lead to combining factors such as the deterioration of urban living conditions, spatial disorganization,the loss of social structure, administrative deregulation or institutional instability.
Facilitate, as appropriate, the design and implementation of privatization,demonopolization and administrative deregulation policies and assist relevant national institutions in developing the capacities to issue appropriate policy, legal, regulatory and fiscal frameworks and incentives to promote entrepreneurship;
Values the promotion of entrepreneurship in support of small and medium-sized industry, and of privatization,demonopolization and administrative deregulation, by various actors throughout civil society;
National and, where appropriate, regional workshops to review and disseminate experience and lessons learned locally and internationally on the promotion of entrepreneurship and on the implementation of privatization,demonopolization, and administrative deregulation;
Noting that many countries continue to attach major importance to the privatization of enterprises,demonopolization and administrative deregulation in the context of their economic restructuring policies.
The present report is submitted in response to General Assembly resolution 48/180 of 21 December 1993 on entrepreneurship and privatization for economic growth and sustainable development, in which the Assembly requested the Secretary-General, inter alia, to prepare a biennial report, in consultation with the heads of relevant organs, organizations and programmes of the United Nations system, on policies and activities related to entrepreneurship, privatization,demonopolization and administrative deregulation.

Assist relevant national institutions in developing the capacities to issue appropriate policy, legal, regulatory and fiscal frameworks and incentives to promote entrepreneurship and to design and implement privatization,demonopolization, and administrative deregulation policies;
The activities detailed below are in response to General Assembly resolutions 46/166, 47/171 and 47/187 dealing with privatization,demonopolization, administrative deregulation of economic activities, elimination of price-distorting mechanisms, and opening of markets as means to increase economic efficiency, growth and sustainable development.
Requests the Secretary-General to give high priority to and to strengthen, within existing resources, the activities of the United Nations system related to the promotion of entrepreneurship and related to the implementation of privatization programmes,demonopolization, and administrative deregulation, through, inter alia, better coordination;
In view of the large volume of contributions as well as the variety of activities among and within the United Nations system concerning entrepreneurship, privatization,demonopolization and administrative deregulation, the present report has been organized according to theme, rather than by institution, and is analytical in character, with special emphasis on developing economies and those in transition from centrally planned to market-based economies.
Requests the Secretary-General to prepare a biennial report, in consultation with the heads of relevant organs, organizations and programmes of the United Nations system, on policies and activities related to entrepreneurship, privatization,demonopolization and administrative deregulation, clarifying the focus of their respective activities;
An insufficient flow of resources, particularly during a time of economic uncertainty,could negate the progress in democratization and administrative deregulation that had been achieved thanks to structural adjustment programmes.
Invites Member States, requests the Secretary-General, and calls upon and encourages the relevant organs, organizations and programmes of the United Nations system to continue to undertake and improve their activities in support of entrepreneurship, privatization,demonopolization and administrative deregulation, as described in its resolution 48/180;

Invites Member States to enhance the exchange of information among themselves and all relevant organs, organizations and bodies of the United Nations system on activities, programmes and experiences of Member States and the United Nations system concerning entrepreneurship, privatization,demonopolization, and administrative deregulation in order to increase the efficiency and effectiveness of technical assistance cooperation in this field;"2.
