UNHCR remains active in advocating with the Commission for the adoption of this protocol.

If, subsequent to the adoption of this Protocol, a Party to the Convention not addressed in subparagraphs(a) and(b) above voluntarily proposes a national emissions limitation target for the assessment period 2013 to 2017 or subsequent assessment period, the following procedures and rules shall apply.
The guidance to the entity or entities entrusted with the operation of the financial mechanism of the Convention in relevant decisions of the Conference of the Parties,including those agreed before the adoption of this Protocol, shall apply mutatis mutandis to the provisions of this paragraph.
The Conference of the Parties shall at its next session following the adoption of this Protocol define the relevant principles, modalities, rules and guidelines for the generation and use of units that may be transferred and acquired for compliance, guided by the eligibility requirements for participation in the mechanisms under the Kyoto Protocol. .

The Government of the Federal Republic of Yugoslavia, however,thinks that if the adoption of this optional protocol is pursued, it should not be confined only to the aspect of mobilization, but should be expanded to include the consistent application, i.e. the strengthening, of the existing humanitarian standards and the prevention of different forms of abuse of children in war conflicts, for the purpose of attaining political goals, which remain unpunished the use of children as a shield.
Japan is sparing no effort to ensure the success of this conference and its adoption of a protocol that is meaningful, realistic and equitable, and I would earnestly ask for the cooperation of all participating countries.
The importance of this fight has only increased since the adoption of the Protocol.
For purposes of Article 17.5 of the Convention, the phrase"Decisions under any Protocol" shall not be interpreted orapplied to include adoption of an amendment to this Protocol.
