To instruct the CIS Council of Ministers for Foreign Affairs, taking into account these conclusions, to submit for consideration to the CIS Council of Heads of States at its next meeting proposals regarding further steps for the elaboration of additional measures for the safe return of refugees and displaced persons to the place of their former residence and regarding amendments andadditions to the mandate of the Collective Peacekeeping Forces in the conflict zone in Abkhazia, Georgia.

The Georgian leaders emphasized, however, that even if the CIS peacekeeping force were to be withdrawn, the Georgian side would not resume hostilities. On 23 June, the Russian State Duma adopted a resolution in which, inter alia,it requested the President of the Russian Federation to undertake efforts to secure the presence of the CIS peacekeeping force in the conflict zone in Abkhazia, Georgia, beyond the expiry of its mandate on 31 July 1997.

Letter dated 23 May 1996 from the representative of the Russian Federation addressed to the Secretary-General, transmitting, inter alia,the text of the decision on the presence of collective peacekeeping forces in the conflict zone in Abkhazia, Georgia, adopted in Moscow on 17 May 1996 by the Council of Heads of State of CIS.
At the same time, the proposal by the Council of Ministers of Defence to extend the mandate of the CPF commander in the conflict zone in Abkhazia, Georgia, Major General Sergei Jakovlevich Chaban, pending agreement by the Council of Foreign Ministers on the candidacy of the CPF commander in the conflict zone, was not supported by the Georgian party.
Letter dated 23 October 1996(S/1996/874) from the representative of the Russian Federation addressed to the Secretary-General, transmitting the text of the decision concerning an extension of andaddition to the mandate of the collective peacekeeping force in the conflict zone in Abkhazia, Georgia, adopted on 17 October 1996 by the Council of Heads of State of the Commonwealth of Independent States.
The Council furthermore decided to instruct"the parties to the conflict, with the assistance of the[CIS peace-keeping force] in the conflict zone in Abkhazia, Georgia, to take additional measures to ensure the safety of the personnel of the United Nations Observer Mission in Georgia in the performance of their duties.
The Council of Heads of State of CIS met in Moscow on 17 May 1996 andadopted a decision on the presence of the collective peace-keeping forces in the conflict zone in Abkhazia, Georgia(see S/1996/371, annex I), by which it, inter alia, decided to call upon the parties to the conflict to accelerate the negotiation process with a view to ensuring a political settlement with the Russian Federation acting as facilitator.
Taking note of the decision taken by the Council of Heads of State of the Commonwealth of Independent States of 28 March 1997(S/1997/268, annex)to expand the mandate of its peacekeeping force in the conflict zone in Abkhazia, Georgia, and to extend it until 31 July 1997, but noting with concern the uncertainty surrounding its extension beyond that date.
From the formal point of view the CIS Council of Heads of State decision of September 19, 2003, on the presence of the Collective Peacekeeping Force in the conflict zone in Abkhazia implies the possibility of automatic termination of this peacekeeping operation in the event of one of the parties in conflict making such a request.
