The Mission will aid in finalizing and implementing the Peace Consolidation Programme to consolidate State authority and lay the foundation for peacebuilding activities at the provincial level in areas freed from conflict.
In addition to the International Security and Stabilization Support Strategy for the eastern Democratic Republic of the Congo, as indicated in my previous report(S/2010/164), MONUSCO andthe United Nations country team began the development of a peace consolidation programme.
In provinces where the peace consolidation programme is to be implemented, the United Nations country team is finalizing the operational framework for the establishment of joint United Nations offices, to be led by area coordinators.
In this regard, I encourage the Government of the Democratic Republic of the Congo to adopt expeditiously the Peace Consolidation Programme, and encourage donors to provide adequate resources to support stabilization activities and wider development programmes. .
The Peace Consolidation Programme was formally presented to the Government on 30 July. On 18 September in Mbuji-Mayi, Kasai Oriental Province, the area coordinator mechanism was launched in the presence of senior Government officials, donors and United Nations representatives.
MONUSCO, in close cooperation with the United Nations country team, will continue to develop the Peace Consolidation Programme initiated in the 2011/12 period by supporting the State in implementing the necessary structural reforms required to project its authority nationwide.
The Framework articulates common areas of joint activities and collaboration between MONUSCO and the United Nations agencies, funds and programmes with a view to ensuring coherence and avoiding duplication.On 3 November 2011, the draft Peace Consolidation Programme, which was developed in consultation with key Government stakeholders, was presented to donors.
To align the programming cycle with that of the newthe new priority peace consolidation programme of the Integrated United Nations Office in Burundi. which covers the period 2007-2008, and to harmonize with the poverty reduction strategy paper.
In the present report, she reviews the policies and programmes implemented in Rwanda in the areas of the right to housing and land management, including:(a) villagization(or imidugudu);(b) the Bye Bye Nyakatsi programme;(c) the land registration and land titling policy;(d)land consolidation programmes; and(e) urban planning in Kigali and consequent population displacements.
I also encourage the Government of the Democratic Republic of the Congo to work closely with MONUSCO andthe United Nations country team to rapidly adopt the finalized Peace Consolidation Programme and begin its implementation following the establishment of United Nations integrated offices in Bas-Congo, Kasai Occidental and Kasai Oriental Provinces, including through the mobilization of additional resources.
Concrete steps for improved integration between the Mission and the United Nations country team had been taken in several areas such as: the Stabilization Support Strategy, which was implemented jointly by MONUC and United Nations agencies, funds and programmes; the United Nations System-Wide Strategy for the Protection of Civilians; andthe process of further developing the Joint Peace Consolidation Programme.
During the reporting period, the Mission, in close collaboration with key members of the United Nations country team,further developed the Peace Consolidation Programme to focus on areas not affected by armed conflict in the Democratic Republic of the Congo.
Workshops(2 training workshops in 7 regions of Peace Consolidation Programme zones) to build the capacity of local authorities, civil servants and provincial or local development committees on decentralization and political, administrative and economic governance, planning, budgeting and coordination of local development and early recovery.
No increase in the number of provincial programme management structures owing to:decision by the Government not to finalize the Peace Consolidation programme; political instability involving authorities(Governor-level in Equateur, Bas Congo, Bandundu) and/or the provincial parliaments Equateur and Bas Congo.
Draft provincial peace consolidation programmes have been developed in seven of the provinces concerned, namely Orientale, Bas-Congo, Bandundu, Katanga, Equateur, Kasaï Occidentale and Kasaï Oriental. On 29 March, a high-level meeting was convened by the Prime Minister and nine of the relevant Ministers with MONUSCO, the United Nations country team and donor partners to discuss national priorities and the draft second-generation poverty reduction strategy paper for the period 2011-2015.
