IV. Review of information submitted by parties on the treatment of consumption of ozonedepleting substances used on board ships.
While the Protocol has reduced production and consumption of ozonedepleting substances, such substances have historically been used in various types of user applications such as refrigeration and fire-fighting equipment and foam products currently in use.
Financing under this arrangement is targeted at assisting eligible parties to comply with their obligations under the Protocol,including all aspects of phasing out the production and consumption of ozonedepleting substances.
The report of the Secretariat on the 2003 data on production and consumption of ozonedepleting substances submitted by the Parties will be circulated as document UNEP/OzL. Pro.16/4.
The Montreal Protocol on Substances that Deplete the Ozone Layer to the Vienna Convention for the Protection of the Ozone Layer obliges parties to phase out the production and consumption of ozonedepleting substances according to an agreed timetable.
Two countries had reported the stockpiling of excess production or consumption of ozonedepleting substances in 2010 for disposition in later years in accordance with decision XXII/20.
The Montreal Protocol on Substances that Deplete the Ozone Layer to the Vienna Convention for the Protection of the Ozone Layer requires parties to the Protocol to phase out the production and consumption of ozonedepleting substances according to an agreed timetable.
The Montreal Protocol makes extensive use of baselines in respect of the production and consumption of ozonedepleting substances, with the aim of progressively decreasing permitted levels of production and consumption. .
The attainment of universal ratification of the Vienna Convention and the Montreal Protocol, achieved in 2009, the first of the multilateral environmental agreements to achieve that status, had in turn led to meaningful achievements,such as the significant reduction of production and consumption of ozonedepleting substances.
With regard to the reporting of stockpiled excess production or consumption of ozonedepleting substances in accordance with decision XXII/20, five cases had been reported for 2012 for four parties- the European Union, France, Israel and the United States.
He recalled that data was reported in ODP-tonnes by the Secretariat and not the metric tonnes used by the parties andsaid that even in cases of little consumption of ozonedepleting substances the use of two decimal places could place parties in noncompliance.
To approve a draft decision for each of the countries Cuba, Ecuador, and the Solomon Islands along the lines of the specimen draft decision contained in annex I(section B)to the present report for the consideration of the Twentieth Meeting of the Parties in the event that those Parties do not report the outstanding information necessary to explain their apparent deviations from their obligations under the Protocol in respect of the consumption of ozonedepleting substances.
The representative of the Secretariat recalled that under paragraph 3 of Article7 of the Protocol, parties were required to submit annual data on production and consumption of ozonedepleting substances no later than nine months after the end of the year to which the data related.
While preparing the report by the Secretariat on data reported under Article 7 of the Montreal Protocol for the fortieth meeting of the Implementation Committee, the Secretariat noted that the data revealed that a number of Parties(who were not the subject of previous decisions or recommendations and therefore are not discussed in chapter II of the present report)appeared to have deviated from their obligations in respect of the consumption of ozonedepleting substances.
Recalling that in decision XVIII/17 the Secretariat was requested to maintain a consolidated record of the cases in which parties had explained that their excess production and consumption of ozonedepleting substances in a given year were a consequence of the production or import of ozonedepleting substances in that year that had been stockpiled for some specified purposes in a future year.
While preparing the report by the Secretariat on data reported under Article 7 of the Montreal Protocol for the Committee's forty-second meeting, the Secretariat noted that the data revealed that three Parties- the Federated States of Micronesia, Saudi Arabia and Vanuatu(which were not the subject of previous decisions or recommendations andtherefore are not discussed in chapter I of the present report)- appeared to have deviated from their obligations in respect of the consumption of ozonedepleting substances.
The analysis prepared for the Committee by the Secretariat set out the four instances in which Parties had explained that excess production or consumption of ozonedepleting substances was the result of stockpiling in the current year for use in a future year ozone-depleting substances- for destruction, for use as feedstock, for export for feedstock, or for export for basic domestic needs.
Further to request the Executive Committee to ensure that appropriate assistance is provided for the development of a strategy to achieve the reorganization of Haiti's national ozone unit andin the continuation of its efforts to report to the Ozone Secretariat data on consumption of ozonedepleting substances in accordance with the requirements of the Montreal Protocol;
The World Bank, through close work with its client countries on country-driven phase-out plans, had helped to eliminate over 280,000 ODP-tonnes of production and consumption of ozonedepleting substances by the end of 2008. It had also demonstrated potential climate and ozone synergies through chiller replacement projects, using Multilateral Fund money to leverage other financing.
Phase-out of more than 80 per cent of the production and consumption of ozonedepleting substances by the developing countries; agreement by all Parties to accelerate the phase-out of their production and consumption of hydrochlorofluorocarbons; the extraordinary efforts and adaptability of the staff of the international and national implementing agencies to respond to the evolving needs of the Parties; the enormous and generous contributions of industry, nongovernmental organizations and academia in supporting the Protocol's efforts;
Also to request the implementing agencies to consider providing appropriate assistance for the development of a strategy to achieve the reorganization of Haiti's national ozone unit andin the continuation of its efforts to report to the Ozone Secretariat data on consumption of ozonedepleting substances in accordance with the requirements of the Montreal Protocol;
With regard to the reporting of stockpiled excess production or consumption of ozonedepleting substances in accordance with decision XXII/20, three new cases had been reported, including one from Germany(unintentional by-production of carbon tetrachloride stocked for destruction) and two from the United States of America methyl bromide produced in 2011 and stockpiled for critical uses and for the basic domestic needs of parties operating under paragraph 1 of Article 5 in future years.
