If a system of peer review is introduced in connection with the creation of a Human Rights Council, the reports emanating from the special procedures system should be an integral part of the relevant process.
The creation of a human rights council as a kind of select club will therefore merely increase the use of double or arbitrary standards against States that are in the wrong. It will not help to protect human rights by strengthening cooperation in national efforts, but will simply become a forum for settling accounts with countries that have the temerity to conduct their own independent external policies.
Grenada also supports the strengthening of the human rights machinery through the creation of a Human Rights Council, and we resolve to participate in the negotiations to establish a working mandate for that body during the sixtieth session of the Assembly.
The creation of a Human Rights Council, as was agreed to in the outcome document, should not only result in a renaming of the Commission on Human Rights; we have the daunting task ahead of us of restoring credibility to the human rights machinery by addressing the shortfalls of the Commission on Human Rights and ensuring that the Human Rights Council becomes a more effective and objective organ.
We request and hope that the resolution will be implemented in a balanced and fair manner, thus leading to the creation of a Human Rights Council free from politically motivated acts-- a Human Rights Council truly able to carry out its mandate in contributing to the promotion and protection of human rights of the peoples of the world.
