The Working Party noted that development of Pan-European Transport Corridors(PETRc) and Areas had reached a new direction after the enlargement of the European Union EU.

This relates to: the development of Pan-European transport corridors and development of Euro-Asian transport links; the Adriatic-Ionian highway; and projects under various subregional frameworks and initiatives;
Specific issues of interest for the development of Pan-European Transport Corridors.
At its nineteenth session(TRANS/WP.5/40), the Working Party reiterated that one of its priority areas of concern should be to follow-up of all initiatives andactivities relevant for the future development of Pan-European transport corridors and infrastructure.
In the reporting period, the involvement of the TEM PCO in the monitoring of development of pan-European transport corridors focused mainly on ensuring coordination between the various TEM national coordinators, the ECE secretariat and the TEM and TER project manager.
They underlined the significant role of funding the existing transport sector projects,in particular those related to the development of pan-European transport corridors.
The Committee asked the UNECE to formulate the strategy of this collaboration aimed at the development of Pan-European Transport Corridors and Areas, making use of the potential and experience accumulated and in accordance with the TEM Co-operation Trust Fund Agreement.
This trend has even increased since 1998 when, at the request of the Inland Transport Committee(ITC),WP.5 was asked to focus on the development of Pan-European Transport Corridors outside the TINA region.
In the reporting period, the involvement of the TEM PCO in the monitoring of development of Pan-European Transport Corridors was devoted mainly in ensuring the coordination between the various TEM national focus points, the UNECE Secretariat and the TER Project Officer when it was decided he will act as TEM Project Officer as well.
UNECE participates in some EC meetings,particularly those related to the development of Pan-European Transport Corridors and Areas.
In the reporting period, also the involvement of the TEM PCO in the monitoring of development of Pan-European Transport Corridors went on and was manifested inter alia by the presence of the TEM Project Manager in the meeting of the Steering Committee of Corridor VI, on behalf of its Secretariat, held in Ostrava, Czech Republic on 13 November 2006 and in the meeting held in Triest, Italy on 22 June 2007.
Bearing in mind the comparative advantages of UNECE,the secretariat believes that there could be a greater role for UNECE in the technical monitoring of the development of Pan-European Transport Corridors and Areas with support from EC, particularly in non-accession countries.
In the reporting period, the involvement of the TEM PCO in the monitoring of development of Pan-European Transport Corridors went on and was manifested inter alia by the presence of the TEM Project Manager in the meeting of the Steering Committee of Corridor VI, on behalf of its Secretariat, held in Ostrava, Czech Republic on 14 November 2005 and in the meeting held in Graz, Austria on 1-2 June 2006.
The Working Party also took note of the information on the problems encountered in the application of the principles of market economy in the inland transport sector in the countries involved in the development of Pan-European Transport Corridors 2 and 5, as provided by the countries and circulated in documents TRANS/WP5/3 and Add.1.
In the reporting period, also the involvement of the TEM PCO in the monitoring of development of Pan-European Transport Corridors went on and was manifested inter alia by the presence of the TEM Project Manager in the meeting of the Steering Committee of Corridor III in Dresden, Germany on 27-28 March and the TEM Deputy Project Manager in the meeting of the Steering Committee of Corridor VI held in Gdańsk, Poland on 7-8 April this year.
In order to continue the discussion of aspects of competition in transport, the Working Party decided, at its eleventh session,to undertake an analysis on problems encountered in the application of the principles of market economy in the inland transport sector in the countries involved in the development of Pan-European Transport Corridors 2 and 5.
At its thirty-fifth session(30 May-1 June 2001, Trieste, Italy),the TEM Steering Committee asked the UNECE to formulate a strategy of collaboration with the European Commission aimed at the development of Pan-European Transport Corridors and Areas, making use of the potential and experience accumulated and in accordance with the TEM Cooperation Trust Fund Agreement.
In order to continue the discussion of aspects of competition in transport, the Working Party decided, at its eleventh session,to undertake an analysis on problems encountered in the application of the principles of market economy in the inland transport sector in the countries involved in the development of Pan-European Transport Corridors 2 and 5.
The Working Party appreciated the exchange of information about important infrastructure developments andpolicy actions related to further development of pan-European transport corridors, and decided to invite the chairpersons of the Corridors to provide an update on developments along Pan-European Transport Corridors at its session in 2008.

In the reporting period, also the involvement of the TEM PCO in the monitoring of the development of Pan-European Transport Corridors went on and was manifested inter alia by the presence of the TEM Project Manager and his Deputy in the meeting of the Steering Committee of Corridor VI, on behalf of its Secretariat, held in Ostrava, Czech Republic on 24 November 2003 and in the meeting of the Steering Committee of Corridor III held in Kiev, Ukraine on 23-24 June 2004.
The activities of the Regional Adviser on Transport were concentrated on providing advisory services to transition economies under the SPECA project on Development of Transport Infrastructure and Border Crossing Facilitation; Trans-European North-South Motorway(TEM) and Trans-European Railway(TER) projects; UNDA project on Capacity Building in Developing Interregional Land and Land-Cum-Sea Transport Linkages; andother projects related to the development of Pan-European transport corridors and Euro-Asian transport links.
In defining itsfuture strategic orientation and in correspondence with the priorities of member countries, the Working Party should focus its priorities on the further promotion of Euro-Asian transport links, the development of Pan-European transport corridors, developments in the Mediterranean region, and the future post-enlargement Europe with a particular focus on transport developments in the Balkans, Central Asia and the Caucasus region.
In the reporting period, the involvement of the TEM PCO in monitoring the development of Pan-European Transport Corridors continued and was manifested inter alia by the presence of the TEM Project Manager and his Deputy in the meeting of the Steering Committee of Corridor VI, on behalf of its Secretariat, held in Bratislava, Slovak Republic on 9 November 2004 and in the meeting of the Steering Committee of Corridor II(TEM Project Manager only) held in Skrzynky, Poland on 12-13 May 2005.

In the course of the past ten years, the activities of the regional adviser on transport were first concentrated on providing advisory services to transition economies under the SPECA project on Development of Transport Infrastructure and Border-Crossing Facilitation; the TEM and the TER projects and the elaboration of their Master Plan; the first UNDA project on Capacity-Building in Developing Interregional Land and Land-Cum-Sea Transport Linkages; andother projects related to the development of Pan-European transport corridors and Euro-Asian transport links.
The Committee took note of progress made in the implementation of the Pan-European Transport Corridors and Transport Areas, and supported continuing collaboration between the EC, UNECE and ECMT in monitoring andsupervising future developments of Pan-European transport corridors and UNECE's involvement in these processes bearing in mind its accumulated expertise and competence.
In the course of the discussion, the document"Infrastructure bottlenecks andmissing links in the European transport network"(TRANS/WP.5/R.44) was mentioned as an important contribution of the Working Party to the conceptualization and overall development of the European transport infrastructure that later led to identification and development of the network of Pan-European transport corridors and areas.
