At its eighth meeting, the Committee reviewed the draft approach to the consideration of toxicological interactions in the evaluation of chemicals proposed for listing in Annex A, B or C to the Convention prepared by the intersessional working group on toxic interactions.
Introducing the sub-item, Mr. Ivan Holoubek(Czech Republic), chair of the intersessional working group on toxic interactions,gave a presentation outlining the draft approach to the consideration of toxicological interactions in the evaluation of chemicals proposed for listing in the annexes to the Stockholm Convention.
To apply the draft approach to the consideration of climate change interactions with the chemicals proposed for listing in the annexes to the Convention when drafting proposals for listing chemicals in Annexes A, B and/or C according to Article 8 of the Stockholm Convention;
Consider and make use of the information provided in the draft guidance on how to assess the possible impact of climate change on the work of the Committee and the draft approach for consideration of climate change interactions with the chemicals proposed for listing when evaluating risks of POPs and developing mitigation measures;
A draft approach to the consideration of climate change interactions with the chemicals proposed for listing in Annexes A, B and/or C to the Stockholm Convention, developed on the basis of the revised draft guidance, which is set out in annex I to the present note;
Request the Secretariat to broadly disseminate the information contained in the draft guidance on how to assess the possible impact of climate change on the work of the Committee and the draft approach for consideration of climate change interactions with the chemicals proposed for listing among Parties and other stakeholders, including the IPCC.
To consider developing a draft approach on the issue of consideration of chemicals the transformation products of which are chemicals that are proposed for listing in Annex A, B or C of the Convention for future consideration by the Conference of the Parties.
Invite the Persistent Organic Pollutants Review Committee to regularly update the draft guidance on how to assess the possible impact of climate change on the work of the Committee and the draft approach for consideration of climate change interactions with the chemicals proposed for listing in order to incorporate new scientific findings, and follow up new reports developed by IPCC, AMAP and others.
A draft approach to the consideration of climate change interactions with the chemicals proposed for listing under the Convention was set out in annex I to document UNEP/POPS/POPRC.9/10, and a set of draft recommendations to the Conference of the Parties was presented in annex II to that document.
In response to resolution WHA69.6,the Secretariat prepared a WHO discussion paper(version dated 26 September 2016)3 setting out a draft approach, including a set of proposed output indicators, which was submitted for comments from Member States and non-State actors, through a web-based consultation, from 26 September 2016 to 14 October 2016.
Accordingly a more flexible and simplified drafting approach was suggested, in order to permit an arbitral tribunal to adjust its procedures to individual situations.

Such a drafting approach was also said to be favourable in that it obviated the need for a definition of OLSAs, which had been an issue of some concern in the Working Group.
