Proposals to take forward multilateral.
Last September, I spoke at the high-level meeting convened by the Secretary-General in New York on revitalizing the work of the Conference on Disarmament and taking forward multilateral disarmament negotiations.
Hereby, Slovenia provides its view on how to take forward multilateral nuclear disarmament negotiations.
We are very pleased to have this opportunity to take stock since last September's High-level Meeting on Revitalizing the Work of the Conference on Disarmament and Taking Forward Multilateral Disarmament Negotiations.

Bearing in mind the need to develop proposals that consider the variety of components that should be addressed to take forward multilateral nuclear disarmament negotiations, such proposals could be divided in the following categories.
The identification of some of those additional building blocks and their incorporation into the building block approach, could perhaps provide a common basis forthe Open-ended Working Group to reach agreement on the most promising process and proposals to take forward multilateral nuclear disarmament negotiations.

First of all, Norway looks forward to the high-level meeting as an opportunity to address the issue of how to take forward multilateral disarmament negotiations; the Conference on Disarmament is one of several bodies in need of reform and revitalization.
We also supported paragraph 2 of the draft resolution, on the basis of our understanding that this option would be butone of the various proposals that could be considered in the First Committee at the next session in the context of revitalizing the work of the Conference on Disarmament and taking forward multilateral disarmament negotiations.
Lastly, we cannot stress enough that genuine and strong political will exhibited by States in a tangible manner is absolutely vital to taking forward multilateral disarmament negotiations at the Conference on Disarmament and other organs of the United Nations.
For these reasons, there has been a lack of progress in the multilateral strategic disarmament process, andthe Secretary-General decided to convene the High-level Meeting in New York on 24 September entitled"Revitalizing the Work of the Conference on Disarmament and Taking Forward Multilateral Disarmament Negotiations.
In that regard,my country's delegation affirms that the most appropriate body to consider the revitalization of disarmament mechanisms and taking forward multilateral disarmament negotiations is the fourth special session of the General Assembly devoted to disarmament.
This is of course not the first time that this issue of balancing priorities has come to the attention of those who workto advance multilateral disarmament. On 24 September, Secretary-General Ban Ki-moon opened the High-level Meeting on Revitalizing the Work of the Conference on Disarmament and Taking Forward Multilateral Disarmament Negotiations.
Last, while the meeting called by the Secretary-General could provide auseful platform for discussions, substantive efforts to revitalize the Conference and take forward multilateral disarmament measures would be better served by convening a fourth special session on disarmament, as proposed by Pakistan along with a number of other countries.
In 2012, Austria, together with Norway and Mexico,presented a draft resolution to the General Assembly with the aim of carrying forward multilateral nuclear disarmament negotiations.
In that same context,speaking at the High-level Meeting on Revitalizing the Work of the Conference on Disarmament and Taking Forward Multilateral Disarmament Negotiations, India's External Affairs Minister called for the intensification of dialogue among United Nations Member States for strengthening the international consensus on disarmament and non-proliferation.
As one of the initiators of resolution 67/56,we particularly welcome the establishing of an open-ended working group of the General Assembly to take forward multilateral nuclear disarmament negotiations.
My delegation is convinced that the remarkable progress made at the High-level Meeting on Revitalizing the Work of the Conference on Disarmament and Taking Forward Multilateral Disarmament Negotiations, convened by the Secretary-General on 24 September, will enable the international community to move forward with renewed determination to achieve a nuclear-weapon-free world.
