This marks real progress towards the creation of a zone of peace, freedom and neutrality in South-East Asia.
It adopted a Programme of Action for the Zone of Peace, Freedom and Neutrality(ZOPFAN), which has moved away from its initial, exclusionary focus towards emphasis on engaging the major Powers to ensure a stable regional balance of power.
In 1971, together with other members of the ASEAN,it declared Southeast Asia as the Zone of Peace, Freedom and Neutrality.
At the same time ASEAN is intensifying its efforts to realize its blueprint for a zone of peace, freedom and neutrality with a South-East Asian nuclear weapon-free zone as its component part.
