We would go further. It is our firm belief that if we were to hand over Dr. Karadzic and General Mladic for trial, this would in fact threaten the existing peace.
This witness also alleged having seen 400 men buried alive, walked through an area in which there were"1,000 to 1,500 corpses for sure", andoverheard a radio conversation between a Bosnian Serb soldier and General Mladic.
This leaves the question of whether the trials of Dr. Karadzic and General Mladic in particular are required for the maintenance of peace in Bosnia and Herzegovina.
According to our information, the UNPROFOR Commander on the scene immediately called in for NATO air action, only to be rebuffed by the UNPROFOR Commander for the Republic of Bosnia and Herzegovina, Lieutenant General Sir Michael Rose,who"enjoys cordial relations with General Mladic.
President Milosevic promised to do all he could to convince General Mladic to grant such ICRC access but indicated that he was having difficulties communicating with General Mladic. .
Turning to a wholly different matter, a further reason why we are unwilling to hand over Dr. Karadzic and General Mladic is that we view a trial of these two men as an abuse of the process.
In many of these accounts, General Mladic is said to have spoken to the displaced and/or detained people, first disparaging Bosnian government leaders then assuring his listeners that they would not be harmed.
Many of the displaced persons interviewed by the journalists andhuman rights organizations also spoke of seeing General Mladic in Potocari and at other sites where human rights abuses are alleged to have occurred.
As for the issue of the cordial relations between General Mladic and General Rose, we will allow those who have accused General Mladic of war crimes and provided evidence of his crimes to assess the propriety of this relationship under any circumstances.
