Our country is a State party to the Convention on Certain Conventional Weapons, including its Amended Protocol II, and strictly complies with the prohibitions and restrictions set out therein on the use of antipersonnel mines.
Cuba had been subjected to five decades of continuous hostility on the part of a military super-Power, so it was not in a position to renounce the use of MOTAPMs, butit would continue to support efforts to eliminate the indiscriminate and irresponsible use of anti-personnel mines while balancing humanitarian considerations with national security.
The United States also is committed to preventing the proliferation and indiscriminate and irresponsible use of anti-personnel land-mines. In 1994, and again in October, in his speeches before the United Nations, President Clinton stressed the high priority of this effort for the United States and called for the eventual elimination of these weapons.
Let us ban the use of anti-personnel landmines for attacking other countries,let us strengthen the bans on their indiscriminate and irresponsible use, but let us not ignore the right of States, recognized in the United Nations Charter, to self-defenceand the defence of their sovereignty and territorial integrity.
