In that connection he drew attention to the recent International Conference on Restoration of the Historic Silk Route which had resulted in the signing of the Basic Multilateral Agreement on International Transport for Development of the Europe-Caucasus-Asia Corridor and the Baku Declaration.

In September 1998, at a historic summit in Baku, Azerbaijan Republic,12 TRACECA countries signed the"Basic Multilateral Agreement on International Transport for Development Corridor Europe-Caucasus-Asia(MLA) in order to take full advantage of its geopolitical and economic opportunities.
Indeed, a multilateral agreement on international regular bus and coach lines is expected to facilitate these services considerably by creating a harmonised and fairer legal framework, control documents and, ultimately, enforcement procedures across the board, whilst at the same time reducing the administrative burden and costs for both authorities and operators.
For all these reasons, in 2003 the International Road Transport Union(IRU)came up with a proposal to consider working out a multilateral agreement on international regular coach and bus lines in Europe, similar to the Interbus agreement on international occasional coach services.
As a party to the Basic Multilateral Agreement on International Transport for the Development Transport Corridor: Europe-Caucasus-Asia and the host country of its International Secretariat, Azerbaijan was contributing to the development of transit transport routes between the two continents.
The Anniversary Conference was dedicated to the 10-th anniversary of the"Basic Multilateral Agreement on International Transport for Development of the Europe-the Caucasus-Asia Corridor" and the 15-th anniversary of the European Union TRACECA Programme.

Also, the effective implementation of the Basic Multilateral Agreement on International Transport for Development of the Europe-Caucasus-Asia Corridor(TRACECA)3 has contributed to the fact that the level of transit traffic through this corridor in 2004 was 2.5 times that in 1999.
China attended as an observer the signing ceremony of the Basic Multilateral Agreement on International Transport for the Development of the Transport Corridor Europe-Caucasus-Asia, which was held in Baku, Azerbaijan in 1998.

The important achievement of the conference was the signing of the Basic Multilateral Agreement on International Transport for Development of the Corridor Europe-the Caucasus-Asia and its Technical Annexes on international railway and road transport,international maritime navigation, customs and documentation procedures.
The meeting was attended by official governments representatives of the«Basic Multilateral Agreement on International Transport for the Development of the Corridor Europe-Caucasus-Asia», Permanent Representatives(National Secretaries) of the Permanent Secretariat of the TRACECA in the participating countries, European Commission representatives, international organizations and financial institutions.
The important result of the conference was the signing of the"Basic Multilateral Agreement on International Transport for Development of the Transport Corridor Europe- the Caucasus- Asia"(MLA) and its Technical Annexes on international railway transport,international commercial maritime navigation, international road transport, customs and documentation procedures.
Ten States had concluded bilateral and multilateral agreements on international law enforcement cooperation.
