The observations of Governments are presented sometimes in full and sometimes partially, depending on their significance; more often than not, they are presented in full.
Before adopting a final position,the Commission would welcome comments and observations of Governments on this question.
The observations of Governments on this draft article have focused essentially on whether a definition by enumeration would suffice or whether there should be a general definition instead.
