Package of amendment proposals to CEVNI was adopted by SC.3 in 2012;
Such proposals could then be added to the present package of amendment proposals.
A first package of amendment proposals had come into force on 25 June 1998 C.N.91-1998. TREATIES-1.

The secretariat has prepared a revised consolidated package of amendment proposals that are mainly based on the extended AGC Agreement ECE/TRANS/WP.24/2008/3.
These proposals have not yet been transmitted to the depositary of the AGTC Agreement due to other pending amendment proposals that, once adopted,could then be consolidated into a comprehensive package of amendment proposals.
The Committee may also wish to note that a large package of amendment proposals to the AGN has been adopted by SC.3 and will be transmitted to the depositary ECE/TRANS/SC.3/193/Add.1.
The Working Party may wish to consider the proposals in that document to which it has notyet given its final endorsement and decide whether it is ready to communicate the package of amendment proposals to the Secretary-General for final amendment procedures.
The Committee took note that the package of amendment proposals adopted by the Working Party in 1996 was issued by the Secretary-General on 16 September 1997 as Depositary Notification C.N.345.1997. TREATIES-2.

On the basis of these secretariat documents,the Working Party may wish to review the proposals made by the group of experts with a view to arriving at a consistent and comprehensive package of amendment proposals that could be transmitted under phase II of the TIR revision process to the Administrative Committee for the TIR Convention for approval, possibly in spring 2000.
Work has already commenced on another package of amendment proposals based on preliminary work carried out by the secretariat with a view to extending the AGTC network to Central Asia and the Caucasus TRANS/WP.24/2005/2.
Drawing from the good experiences made in phase I of the revision process and with a view to finalizing phase II, if possible, by early 1999, the Working Party recommended to convene in early April 1998, following a first preliminary round of discussions at its forthcoming spring session, an informal group of experts(for interested countries and organizations only)to prepare a first consolidated package of amendment proposals.
The Working Party will also be informed of progress made with another package of amendment proposals extending the AGTC network to Central Asia and the Caucasus TRANS/WP.24/2005/2.
A large package of amendment proposals(TRANS/WP.24/2005/6) adopted by the Working Party on 8 March 2005(TRANS/WP.24/107, para. 11) has been issued on 19 August 2005 as Depositary Notification C.N.646.2005. TREATIES-1.
The Working Party took also note of progress made in the preparation of another package of amendment proposals extending the AGTC network to Central Asia and the Caucasus TRANS/WP.24/2005/2.
The package of amendment proposals to the TIR Convention under phase I of the TIR revision process, scheduled to come into force by 17 February 1999(notification deadline for objections expires on 17 November 1998), provides inter alia for the creation of a TIR Executive Board(TIRExB) and a TIR secretariat.
The Working Party was informed that the LegalOffice of the United Nations has issued on 25 March 1998 Depositary Notification C.N.91-1998. TREATIES-1 stipulating that the package of amendment proposals, adopted at the twenty-fifth session of the Working Party in 1996(TRANS/WP.24/71, annex 1) have been accepted by all Contracting Parties and would thus come into force on 25 June 1998.

Considering that the legal proposals are available in the three languages of the Convention,the Committee is invited to consider if these proposals can still be included in the package of amendment proposals adopted at its February 2014 session(See ECE/TRANS/WP.30/AC.2/117, paras. 29, 38, 41 and Annex I), meaning that, in accordance with the provisions of Article 60, paragraph 1, these proposals will enter into force on 1 January 2015, unless at least five objections have been raised before 1 October 2014.
