The Follow-up Committee established to monitor the implementation of the Greentree Agreement held its twenty-first and twenty-second meetings in Geneva, on 27 and 28 March and on 27 and 28 May, respectively,under the chairmanship of my Special Representative, with the participation of the representatives of Cameroon and Nigeria and the four witness States to the Agreement.
The follow-up committee tasked with monitoring the implementation of the Greentree Agreement undertook its nineteenth and twentieth missions from 19 to 20 July and from 29 to 30 November respectively, in Geneva,under the chairmanship of my Special Representative and with the participation of the representatives of Cameroon and Nigeria and the four witness States to the Agreement.
I also wish to express our appreciation for the participation of the Minister of External Relations of Cameroon, Mr. Eyebe Ayissi, in today's meeting, and to welcome the Ambassador of the Democratic People's Republic of Korea to the Conference on Disarmament and to assure him of my delegation's full cooperation.
These activities consisted in particular of surveys and publications, participation in the establishment of the youth collective of Cameroon and advocacy for the creation of jobs for young people in Cameroon and for DSRP-jeunesse.
Africa has seen an increasing number of laws andprojects involving the participation of indigenous communities, including the forestry codes of Cameroon(1994), Gabon(2001) and the Democratic Republic of the Congo 2002.
Between now andthe end of this year, there will be significant progress in this process with the adoption of a new Constitution allowing for greater democratic participation by the citizens of Cameroon in the management of their own affairs, and a better balance among the various powers of Government.
For its part, as pointed out by His Excellency Ferdinand-Leopold Oyono,Minister for Foreign Affairs of Cameroon, when he addressed the General Assembly on 5 October, Cameroon has embarked on the irreversible pursuit of the process of democratization, in which there will be significant progress with the adoption of a new Constitution allowing for greater democratic participation by the citizens of Cameroon in the management of their own affairs.
The session focused mainly on the link between human rights and democracy and was aimed at providing members of the Human Rights Club(human rights association) of the Institute with the knowledge necessary to sensitize their fellow students on these values,especially during the 2007 election year in Cameroon when the issue of participation in elections is an important one for young people.
The Committee had previously expressed certain concerns and had sought additional information in that respect, including information on: the place of the Convention in Cameroon's legal system and the possibility of invoking its provisions before domestic courts;the general human rights situation in Cameroon; legislative or other measures limiting the guarantees afforded to persons in detention; compensation for victims of torture; and the steps taken by Cameroon following its participation in the universal periodic review in February 2009.
The Committee noted with satisfaction the organization and successful conduct of the"Biyongho-2003" military peacekeeping exercise in Franceville, Gabon,from 21 to 28 July 2003, with the participation of Burundi, Cameroon, the Central African Republic, Chad, Congo, Equatorial Guinea and Gabon.
