A State Party to this Convention may submit to the Committee communications to the effect that another State Party is not fulfilling its obligations under this Convention.

If it was found that certain States parties were not fulfilling their obligations because they lacked the necessary means to prepare the requested reports, OHCHR should consider the technical assistance to be provided to such States.
