We are perturbed by the persistent Israeli attitude of refusal to place its nuclear installations under IAEA safeguards.
It explicitly called upon Israel to place its nuclear installations under IAEA safeguards and called upon the IAEA to halt its scientific assistance to Israel.
That clearly meant that Israel must accede to the Treaty and place its nuclear installations under IAEA safeguards.
One State continues to refuse to accede to the Treaty as a non-nuclear State and place its nuclear installations under the safeguards system of the International Atomic Energy Agency(IAEA), thereby challenging, or rather disregarding, Security Council resolutions 487(1981) and 687(1991), the relevant General Assembly resolutions and the 1995 Review Conference resolution.
All the States of the region had in fact acceded to the Treaty, except Israel,which still refused to place its nuclear installations under IAEA safeguards.
Those resolutions have called on Israel to renounce its nuclear option and place its nuclear installations under international inspection and the safeguards agreement, and to seek to establish a nuclear-weapon-free zone, which has no room for policies of nuclear terrorism.
Israel continues to reject the resolutions of the International Atomic Energy Agency(IAEA)which demand that Israel place its nuclear installations under the Agency's safeguards regime.
In that regard, it is essential that Israel accede to the NPT and place its nuclear installations under the verification regime of the International Atomic Energy Agency IAEA.
Imagine what he could also say about his country's refusal to accede to the Treaty on the Non-Proliferation of Nuclear Weapons and to place its nuclear installations under IAEA safeguards.
Therefore, engagement by Israel in serious negotiations on nuclear disarmament andacceptance by Israel to place its nuclear installations under international guarantees, in addition to its accession to the Treaty on the Non-Proliferation of Nuclear Weapons(NPT) are extremely vital requirements.
That goal has been hampered primarily by Israel, which, unlike all the other countries of the region,has refused to join the NPT and to place its nuclear installations under IAEA safeguards.
We therefore urge all Mediterranean countries to bring pressure to bear on Israel to accede to the Treaty on the Non-Proliferation of Nuclear Weapons and place its nuclear installations under the International Atomic Energy Agency safeguards and to adopt a common position in the Security Council on the transformation of the Middle East region into a zone free of weapons of mass destruction, foremost among which are nuclear weapons.
All the Arab States have become parties to the Treaty on the Non-Proliferation of Nuclear Weapons; it is only Israel that refuses to become a party thereto or to place its nuclear installations under comprehensive international safeguards.
To guarantee lasting peace in the region,it is essential that Israel adhere to the NPT and place its nuclear installations under the safeguards regime of the International Atomic Energy Agency IAEA.
Furthermore, both those States have, since 1981, deliberately sought to obstruct any genuine effort to implement Security Council resolution 487(1981),in which the Council called upon Israel to place its nuclear installations under IAEA safeguards.
Israel's refusal to sign the Treaty on the Non-Proliferation of Nuclear Weapons and place its nuclear installations under international safeguards likewise threatens international peace and security.
While strongly supporting the goals of the international community in this regard, we refer in particular to the immense problem existing in our region of the possession by Israel of such weapons, andits refusal to accede to the Treaty on the Non-Proliferation of Nuclear Weapons and place its nuclear installations under the supervision of the International Atomic Energy Agency.
That entity has refused to accede to the Treaty on the Non-Proliferation of Nuclear Weapons and refuses to place its nuclear installations under the International Atomic Energy Agency safeguards system.
We wish to stress once again the importance of implementing the 1995 resolution and freeing the region of these deadly weapons, as well as the need for the international community, and the five nuclear-weapon States in particular, to assume their responsibilities and take adequate practical measures to implement this resolution, which was proposed by the Treaty's depositary States, so as tooblige Israel to accede to the Treaty and place its nuclear installations under the IAEA safeguards regime.

That being the case, Israel continues to defy the international community by pursuing its military nuclear programme andrefusing to become a party to the NPT and to place its nuclear installations and activities under IAEA safeguards.
The policy of Israel in pursuing an active nuclear weapons programme, and thus refusing to join the Non-Proliferation Treaty and to place its nuclear installations under IAEA safeguards, is a major and immediate concern for my country and all countries in the region.
In order to protect States in the region from the harmful effects of the operation of such installations, Lebanon called on the Government of Israel to implement paragraph 5 of Security Council resolution 487(1981) and place its nuclear installations under International Atomic Energy Agency safeguards.

We have referred to this very important issue because we are convinced that until the international community takes effective measures to force Israel to adhere to the NPT,eliminate its nuclear weapons and heed the call of the international community to become part of a nuclear-weapon-free zone and place its nuclear installations under verification, then all non-proliferation efforts will be in vain, as will every disarmament effort by the international community.
But what is the situation when nuclear technology is exported to a State that is not a party to the NPT and that refuses to place its nuclear installations and its nuclear weapons under the safeguards of the International Atomic Energy Agency(IAEA)?
Israel intimidates and threatens all Arab peoples, as well as Iran, with those nuclear weapons, butno one has required it to place its nuclear installations under the safeguards system of the International Atomic Energy Agency.
In that regard,Algeria fully supports the position taken by States parties at the last NPT Review Conference calling upon Israel to adhere to the NPT and to place its nuclear installations under the comprehensive safeguards of the International Atomic Energy Agency IAEA.
